Summary of the contracting process

The Greater Manchester Combined Authority is currently in the planning stage of a public procurement process titled "Processing of Medical Evidence" for the Greater Manchester Police (GMP). This procurement is focused on acquiring a service to manage the end-to-end process of handling medical evidence to support victims and court outcomes, with operations expected across the Greater Manchester area, identified within the UKD region. This initiative spans several industry categories including administrative services for business operations and medical specialist services. The preliminary market engagement phase invites interested parties to register their interest and complete a questionnaire by 12th December 2025. This procurement aims to begin service delivery on 1st April 2026, with the contract potentially extending until 31st March 2031.

This tender represents a significant opportunity for businesses that provide administrative, medical analysis, or police support services to expand their client base within the public sector. Firms with expertise in managing complex processes and digital service delivery, especially those able to integrate with law enforcement agencies, would be particularly well-suited for this opportunity. The centralised service model envisaged by GMP aims to streamline interactions currently involving over 100 medical institutions, offering substantial efficiency improvements and unique service delivery potential for the successful provider.

Notice Title

Processing of Medical Evidence

Notice Description

Greater Manchester Police (GMP) are looking to procure a service to manage the end-to-end process of requesting, collection and delivery of Medical Evidence to support victims and leading to better outcomes in court. GMP raise between 1,000 and 1,500 request per year for Medical Evidence to support prosecutions and provide vital evidence to the Crown Prosecution Service (CPS). GMP are looking for an end-to-end managed service that avoids officers having to deal with over 100 separate medical institutions around the Greater Manchester area, offering instead a single service provider. The status of all requests will be visible via a central portal. The purpose of a managed service is to automate the process from the Investigating Officer, through to completion of the Third Party Material consent. Then to use a service provider to centrally collect, collate and complete the necessary MG11 and MG22 forms required to submit evidence to the CPS.

Planning Information

Prior to any procurement process, GMP is undertaking a period of preliminary market engagement. Interested parties are invited to complete a short questionnaire which will allow GMP to better understand the current market, assist the Force in the development of the final specification and identify the most appropriate route to market. It should be noted that tender documents have not yet been issued for this contract. The full specification will be made available at the start of any subsequent procurement process. Following a review of questionnaire responses, GMP may invite one or more suppliers to discuss their offering in more detail. To register an interest in this preliminary market engagement process and to receive a copy of the questionnaire, please email procurement@gmp.police.uk. Please quote the reference 'A1235' on all correspondence. Clarifications may also be sought using the same address. To ensure transparency rules are adhered to, no correspondence should be entered into with any GMP employee or contractor about this requirement, other than as stated above.
