PME - Pre Market Engagement Questionnaire - Cellular Network

Notice Description

City of London will be going to market in early 2026 for a cellular network. There will be a minimum of four sites requiring cellular network throughout. The deployment will be modular (different buildings will be brought online on different dates), but the contract must incorporate all sites, with aligned contract renewal dates and consistent SLAs. It is possible up to three additional small sites may also require cellular connectivity, but this will not be known until these sites have been constructed. The contract must be flexible enough to add additional sites as required. City of London requires further information which is outlined below.

The City seeks input from the contractor market to understand what might be the most attractive way of packaging and scoping a future procurement opportunity to deliver the project outcomes. This Pre-Market Engagement (PME) exercise will provide an opportunity for the City to obtain insight into how contractors might approach the delivery of the project. It also gives a useful early insight into the likely level of interest in a proposed project from the market. Interested organisations will be asked to complete and return a brief questionnaire. To access the PME questionnaire and supporting documentation, please register on the electronic tendering system 'City of London Corporation Sourcing & Contracts Portal' url: https://cityoflondon.ukp.app.jaggaer.com/esop/guest/go/opportunity/detail?opportunityId=59905 and search for Cellular Network'. Organisations should submit their completed questionnaire in accordance with the instructions set out in the PME documentation, by the return deadline of 12:00pm (noon/midday) on 2nd December 2025. Following receipt and review of questionnaires, the project team may conduct further direct discussions with organisations of interest to further explore the themes set out in the questionnaire.
