Cardiff Council established a framework for planned construction and improvement works to domestic properties in Cardiff. The framework contract runs from 1 August 2026 to 31 July 2028, with an option to extend for up to 24 months, to 31 July 2030. Evaluation was based on cost at 60%, quality at 30% and social value at 10%. The framework allows direct awards and mini-competitions.

Contractors should be able to manage varied work packages, programme delivery across a housing portfolio and the quality and social value requirements used in evaluation. The awarded supplier group comprises five large contractors, while the procurement was identified as suitable for SMEs and VCSEs, indicating scope for capable smaller businesses to participate directly or through delivery partnerships.
