Summary of the contracting process

The United Kingdom Sports Council, working with the Scottish Government and Welsh Government, procured services to evaluate the benefits and impacts of UEFA EURO 2028. The tournament is being hosted across England, Scotland, Wales and the Republic of Ireland, and the evaluation covers both the UK and Ireland through a single cross-nation, multi-jurisdictional programme. The appointed supplier is responsible for multidisciplinary research, survey design and delivery, survey analysis, economic research and impact assessment, performance review and sporting-event evaluation. Required outputs are an evaluation plan, an assessment of whether the programme should extend to 2033, a pre-tournament report, a post-tournament flash report, a post-tournament full report and a post-tournament legacy report. The buying organisations are seeking evidence of investment value and wider tournament benefits.

This completed procurement used an open Competitive Flexible procedure under the Procurement Act 2023 and had one lot. The lot was suitable for SMEs. Five bids were received, including three from SMEs, and all five reached the final stage. The evaluation used financial and legal conditions on a pass/fail basis, with technical ability weighted at 70% and additional obligations at 30%; technical assessment covered relevant experience, mega-event evaluation programme management and risk management. Grant Thornton UK Advisory & Tax LLP was awarded the contract on 5 June 2026 for £1,875,000 excluding VAT (£2,250,000 including VAT). The contract was signed on 17 July 2026 and runs from 17 July 2026 to 31 October 2030, with a possible extension to 31 October 2031 for longer-term legacy evaluation.

This award demonstrates demand for large-scale, independent evaluation of a major international sporting event across several nations and legal jurisdictions. Suppliers well placed for a future requirement would combine economic impact assessment, social and visitor research, survey design and fieldwork, data analysis, performance evaluation and clear public-sector reporting. Credible evidence would include comparable contracts, particularly evaluations of mega-events or complex programmes involving multiple delivery partners and countries. The buyer’s assessment also placed significant weight on managing a broad programme consistently, including where subcontractors are used, and on identifying and mitigating delivery risks. Organisations with strong financial and legal capacity, multidisciplinary teams, robust quality assurance and experience coordinating subcontractors would be well aligned with this buyer’s requirement.

In October 2023, the UK and Ireland successfully secured the rights to host UEFA EURO 2028. The tournament will take place in England, Scotland, Wales and Republic of Ireland over 31 days in June and July, and will attract the attention of the sporting and major event communities, the media, and the public at large across the UK & Ireland, Europe and the World. A projected 1 million international visitors will visit the UK & Ireland during the tournament. Delivery Partners are committed to evaluating the impacts of the tournament to evidence the value of their investment and the benefits which will accrue throughout the tournament hosting period. Delivery Partners are now seeking to appoint a supplier who will be responsible for evaluating the benefits and impacts of the tournament from 2026-2030. The Successful Tenderer will have the capability to effectively deliver on a diverse range of multi-disciplinary analysis requirements across both the UK and Ireland as part of a single, cross-nation, multi-jurisdictional evaluation of the benefits and impacts of the tournament. Engagement 1 This procurement will be progressed using the Competitive Flexible procedure utilising Procurement Act 2023. As part of plans to finalise the approach being taken to procure the services, the Contracting Authorities will be conducting preliminary market engagement via a supplier briefing event. Engagement deadline Wednesday 17 December 2025 Engagement process description The Supplier Briefing is to be held on 12 January 2026. To express an interest in attending please email euro2028procurement@uksport.gov.uk by 5pm on Wednesday 17 December. Dependent on overall numbers, places may be restricted to 2 per company. The event will be held in London with virtual options made available for those who are unable to attend in person. The event will provide prospective suppliers with details of: - The contracting authorities - The tournament hosting partnership and details of how evaluation of the tournament will be governed - The expertise required to deliver the contract - The envisaged contract scope and outputs sought Suppliers are invited to attend the supplier briefing event and provide feedback on the procurement plan being developed either, on the day at the briefing event, or via submissions to be submitted to UK Sport from 12 - 23 January 2026.
