Summary of the contracting process

Carmarthenshire County Council, identified as a sub-central government public authority under Welsh devolved regulations, has successfully concluded its procurement process for Fleet and Plant Repair, Maintenance and Associated Services. The procurement was initiated through an open procedure, with a framework agreement that included direct awards based on various criteria like capability and expertise. The process reached the award and contract stage by April 2026, with contracts signed for Lots 1 through 4, involving vehicle and plant repairs as well as maintenance. The framework aims to sustain maximum fleet utilisation and spans across Carmarthenshire and surrounding regions. The contracts, each commencing on 1st April 2026, are set to continue until at least March 2030, subject to satisfactory performance and mutual agreement, with contract values varying across lots as per the specified services.

This procurement creates significant growth opportunities for small and medium-sized enterprises (SMEs) specialising in repair and maintenance services within the vehicle and plant industry. The council's initiative favours SMEs, ensuring their active involvement, as demonstrated by most suppliers being SME entities with a diverse range of expertise in vehicle repairs, windscreen services, hydraulic repairs, and more. Businesses such as Econ Engineering, Coach Glass Ltd, and John Treharne Engineering Ltd stand well-suited to leverage their specialised skills, providing comprehensive repair and maintenance services to support Carmarthenshire County Council’s fleet requirements and maximise its operational efficacy. This framework provides a sustainable long-term opportunity for companies looking to expand their service delivery in the public sector across the UK, specifically focusing on quality ad-hoc servicing, diagnostics, and repairs.
