Summary of the contracting process

Northern Ireland Water Limited sought fleet maintenance and management services for its vehicles across Northern Ireland. The requirement covered servicing, maintenance and repair of light commercial vehicles and heavy goods vehicles, including body repairs and work on specific vehicle components. It also included fleet support and management, vehicle certification and compliance services, such as Goods Vehicle Certificates, operator licensing and LOLER certification. Work was to be carried out at the contractor’s or nominated subcontractors’ premises, unless mobile servicing was agreed. The supplier was also expected to provide fleet information through its own fleet management platform and linked mobile driver application, supporting legal compliance and NI Water’s current and future fleet strategy.

The procurement reached tender: Northern Ireland Water Limited invited offers through a selective competitive flexible procedure for utilities. Expressions of interest were due by 19 December 2025 at 23:59 GMT, with electronic submission allowed in English. The procurement was subsequently cancelled; the data gives no reason. The single lot had an estimated gross value of £12,728,400 including VAT. Evaluation was based on quality weighted at 55% and price at 45%. The planned contract period was 1 October 2026 to 30 September 2029, with extension options of 2+2 years and a maximum end date of 30 September 2033. The planned award period ended on 4 September 2026 at 23:59 BST.

This requirement suited established vehicle maintenance, fleet management and compliance providers able to support a substantial light commercial and heavy goods vehicle fleet across Northern Ireland. Relevant capability included scheduled servicing, maintenance, repairs, body repairs and mobile servicing where agreed, together with the inspection, certification and legislative compliance of commercial vehicles and lifting equipment. Suppliers needed suitable workshop premises or reliable nominated subcontractors, with the operational capacity to coordinate work across the client’s fleet. A strong digital service capability was also important: the contractor had to supply a fleet management system and linked driver application that captured service, repair and certification information for management and compliance purposes.
