Summary of the contracting process

Severn Trent Water Limited and Hafren Dyfrdwy Cyfyngedig procured region-wide service, maintenance and repair of analytical monitoring equipment used across drinking-water and sewage-treatment operations. The requirement covers a multi-manufacturer installed base, including ABB, bNovate, Endress & Hauser, Hach Lange and PPM equipment. Monitor types include aluminium, ammonia, dissolved oxygen, final effluent, flow cytometry, fluoride, iron, nitrate, nitrous oxide, phosphate and turbidity monitors. The appointed provider is responsible for maintaining accurate data from equipment across clean-water and wastewater sites, including final-effluent chamber cleaning. Work is delivered across the Severn Trent and Hafren Dyfrdwy operating region, covering sites in England and Wales. The service includes scheduling, spare-parts procurement, replacement monitors, technical support, callouts and proactive monitoring through the utilities’ eSCADA systems.

The procurement is complete and the contract was awarded to Servitech International Limited on 9 September 2026. It used an open competitive flexible procedure under the utilities regime, with a pre-qualification stage followed by requests for proposals and possible negotiation or best-and-final offers. Price carried 65% of the evaluation and technical quality 35%. The single framework award has a gross value of £25,785,600, or £21,488,000 excluding tax. The contract runs from 1 October 2026 to 30 September 2029, with five one-year extension options and a maximum end date of 30 September 2034. It is a closed framework with reopening of competition for works orders. Electronic submission was allowed in English, and payment terms were 60 days net.

This requirement suits specialist analytical-instrument service providers with the engineering capability to support a large, geographically dispersed utility asset base. Credible competitors would need experience across multiple original equipment manufacturers and monitor types, with the capacity to service equipment at both clean-water and wastewater sites. Strong operational planning is important because servicing takes place at fortnightly, monthly, two-monthly and annual frequencies, requiring reliable scheduling and delivery across many locations. Relevant capability also includes diagnosis and repair, spare-parts and replacement-equipment procurement, technical support, emergency callouts, final-effluent chamber cleaning and proactive analysis using eSCADA systems. Notice Description

This tender process is for the provision of Service, Maintenance and Repair of Analytical Monitoring Equipment. A summary of the scope and critical activities forming part of this tender is stated below. Service, Maintenance and Repair of Analytical Monitoring Equipment associated with drinking water and sewage treatment. STW and HD has a multiple OEM installed asset base, which includes but is not limited to ABB, bNovate, Endress & Hauser, Hach Lange and PPM analytical monitors. Our current asset base is in the region of 2000 analytical monitors which are spread across ~560 STW and HD sites all within the STW and HD region. Any potential supplier must have the ability to service, maintain, and repair all Analytical Monitors across the whole of the STW and HD region on both waste water and clean sites. This will also include management of the end-to-end process including scheduling, procurement of spares, replacement monitors, technical support, and callout. The potential supplier will also be required to carry out other activities such as Final Effluent chamber cleaning to ensure Final Effluent Analytical Monitors being serviced and maintained, are always providing accurate data. The Framework is expected to be awarded for an initial 3 years, with a further 5 x 1 year of options. Monitors in scope but not limited to; * Aluminium Monitors * Ammonia Monitors * Dissolved Oxygen Monitors * Final Effluent Monitors * Flow Cytometry * Fluoride Monitors * Iron Monitors * Nitrate Monitors * Nitrous Oxide Monitors * Phosphate Monitors * Turbidity monitors Analytical Monitors are serviced and maintained according to manufacturers, suppliers or STWs requirements. The current frequency of work undertaken is fortnightly, monthly, every 2 months and annually depending on the analytical monitor. The supplier will be responsible for the planning and scheduling of their own work to ensure analytical monitors are always proving accurate data. The supplier will be expected to access STW and HD eSCADA system and undertake pro-active analysis and take appropriate actions to ensure the Utilities analytical monitors are always providing accurate

Options: The contract will include 5 years of options. The Client will be entitled to extend the term of this Agreement by one or more Extension Periods by serving an Extension Notice provided that it will not extend beyond the Longstop Expiry Date.
