Stage 3 - Dialogue Should the Council wish to exercise the option of dialogue phase, a letter issued via Proactis, will describe how the dialogue will be conducted, including the location/date of and relevant meetings A letter will issued to all those participating dialogue to confirm that the dialogue stage has been completed. Stage 4 - Invitation to submit final tenders Stage 4 will commence with a issuing of a letter inviting suppliers that have participated in the Dialogue stage to submit their final tenders. Final tenders will be required to be submitted in accordance with the timetable and the relevant instructions in the Invitation to Participate."
