Summary of the contracting process

The Department for Culture, Media and Sport has established the Event Management & Delivery Framework 1 for event management and delivery services. It covers five areas: large national and public-facing events; medium to large indoor events; government participation at third-party events; small or short-duration events; and specialist event assurance, including crowd management planning, crowd safety and operational crowd security. The framework is intended for central government departments, executive agencies, non-departmental public bodies and arm’s-length bodies, including organisations sponsored by DCMS. It provides end-to-end planning, design, management and delivery, alongside assurance and safety expertise. The procurement is for services, including event, cultural event, exhibition and government-support services. Work may involve national public-facing activity, indoor venues, third-party events and smaller events across the government estate and event locations.

The procurement is complete and was awarded on 3 September 2026 through an above-threshold open procedure under the Light Touch Regime. It is a multi-supplier framework, with call-offs mainly through mini-competitions and direct award where permitted; suppliers could bid for and be awarded a maximum of two lots. Lot 1, national public-facing events, was valued at £150m net (£180m gross) and awarded to BBC Studios Productions, Arcadis, Far and Beyond Events, Identity Holdings, LS Events and People&Co. Lot 2, indoor events, was valued at £55m net (£66m gross) and awarded to Bray Leino, Identity Holdings, Group 7 Events, People&Co, One Two Agency and YNG Media Group. Lot 3, third-party events, was valued at £30m net (£36m gross) and awarded to Allied Publicity Services, 2Heads Global Design, Bray Leino, Group 7 Events, Live Group Holdings, YNG Media Group and We Are Collider. Lot 4, small events, was valued at £10m net (£12m gross) and awarded to ClinkClink, Inntel, Goho, Cazbah, Freshwater and One Two Agency. Lot 5, assurance services, was valued at £5m net (£6m gross) and awarded to Deloitte, K4 Group Services, Ogma Safety, Steer Davies & Gleave, Radius Events and The Square Metre Group. The framework runs from 2 November 2026 to 1 November 2030, with two optional 12-month extensions to 1 November 2032; signature was due by 25 September 2026. Evaluation weighted quality 70% and price 30% on every lot.

This award demonstrates sustained DCMS demand for suppliers able to deliver government-facing events at several scales, from small short-duration activity to high-profile national programmes. Credible competitors will need strong end-to-end event management, planning, design, production and delivery capability, with the capacity to coordinate complex stakeholders and operate at national scale where required. Relevant specialists include agencies experienced in indoor events, government presence at third-party events, exhibitions and public-facing cultural activity. The assurance route favours expertise in crowd management planning, crowd safety, operational crowd security and wider event risk assurance. All five lots were identified as suitable for SMEs and VCSEs, although the appointed field included both SMEs and larger organisations. A strong future contender would therefore need demonstrable quality, reliable delivery capacity and competitive pricing, with quality evidence carrying substantially greater weight than price.

Notice Description

The Department for Culture, Media and Sport (DCMS) has completed the procurement process for the Event Management Framework (EMF1). The procurement was conducted in accordance with the Procurement Act 2023 and the Light Touch Regime. EMF1 will provide a flexible and accessible route to market for a range of event management and delivery services. The framework agreement will have an initial term of four years, with the option to extend for two further periods of up to 12 months each. The procurement comprises of the following lots: Lot 1 - National and Public-Facing Events: End-to-end planning, management and delivery of large-scale, high-profile national and public-facing events. Lot 2 - Medium to Large Indoor Events: Planning, design, management and delivery of medium to large-scale indoor events. Lot 3 - Government Presence at Third-Party Events: Planning, management and delivery of government participation and presence at events organised and delivered by third parties. Lot 4 - Small Events: Planning, management and delivery of small-scale and/or short-duration events. Lot 5 - Event Assurance Services: Provision of specialist event assurance services, including crowd management planning, crowd safety and operational crowd security.
