Summary of the contracting process

This procurement process, led by the Department for Culture, Media and Sport (DCMS), is in the planning stage for an Event Management & Delivery Framework. The initiative is structured under the Light Touch Regime, designed to offer flexible avenues for government event requirements. The procurement encompasses services that focus on the planning, management, and delivery of various event types, as outlined in five key lots: National Public-Facing Events, Medium to Large Indoor Events, Presence at Third-Party Events, Small Events, and Event Assurance Services. This framework, with a substantial value of up to £300 million, is set to commence on 1st October 2026, and its maximum extent could run until 1st October 2032. It presents a significant opportunity for businesses within the services industry, particularly those specialising in events and cultural activities in the United Kingdom.

Businesses specialising in event services, cultural event organisation, and supporting government services would find numerous opportunities for growth through participation in this framework. With the open procurement method, the framework is well-suited for small and medium enterprises (SMEs) as well as voluntary, community and social enterprises (VCSEs). The framework allows for mini-competitions and the potential for direct awards, facilitating diverse participation and encouraging innovation in the UK events sector. The DCMS aims to attract a range of suppliers, enabling them to join government supply chains and contribute to the delivery of both high-profile national events and smaller, niche gatherings, thus strengthening the industry and supporting economic growth within this segment.

Event Management & Delivery Framework

Notice Description

The Event Management Framework (EMF) is being developed by the Department for Culture, Media and Sport (DCMS) to provide a modern, flexible and accessible route to market for government event requirements. This framework has been designed to reflect how the UK events sector operates and to ensure departments and arm's-length bodies can procure agency-led event services in a consistent and structured way. This Framework is being procured under the Light Touch Regime, allowing for a more flexible and proportionate approach aligned to the structure of the UK events sector. The framework will operate through mini-competitions, with scope for direct award where appropriate. Lot 1 - National Public-Facing Events Covers end-to-end support for large-scale, high-profile national events. Lot 2 - Medium to Large Indoor Events Covers planning, design, and delivery of structured indoor events. Lot 3 - Presence at Third-Party Events Covers planning and delivery of government involvement within external events. Lot 4 - Small Events Covers delivery of small-scale or short-duration events. Lot 5 - Event Assurance Services Provides independent specialist expertise and scrutiny. Our aim is to build a framework that strengthens the UK events industry, supports innovation, and makes it easier for suppliers to join government supply chains.
