Summary of the contracting process

The Scottish Government procured an end-to-end electronic monitoring service for people subject to court orders and licence conditions in Scotland’s criminal and youth justice systems. Electronic monitoring, often called tagging, checks whether individuals remain at specified locations at required times or avoid restricted areas. The service covers supplying monitoring technology and software; fitting, maintaining and removing equipment; and round-the-clock monitoring supported by operational infrastructure. The provider also handles recruitment, vetting and training of staff, works with justice bodies including Police Scotland, the courts and justice social work, and provides record-keeping, data analysis and reporting. Delivery is required across Scotland.

The procurement is complete and the contract is active. The Scottish Government awarded it to G4S Care and Justice Services; three bids were received. The award was made on 15 September 2026, and the contract was signed on 9 September 2026. The published contract value is £65.49 million; the procurement estimate was £40 million, while the lot’s estimated maximum was £75 million. The arrangement runs to 31 March 2032, with the option of extensions, potentially on more than one occasion, but not beyond 31 March 2034. The competition used an open procedure. Evaluation included a pass/fail technical compliance stage, then quality criteria covering service, staff and resources, risk, sustainability, community benefits and fair work, alongside price.

This requirement favours a provider able to deliver a nationwide, continuous monitoring operation rather than supply equipment alone. A credible competitor would need dependable monitoring technology and software, field teams for installation and maintenance, and the infrastructure and trained personnel to monitor individuals around the clock. Experience coordinating with courts, police, prison services and justice social work, alongside accurate reporting and data analysis, would be important. Suppliers should be able to evidence resilient supply-chain management, prompt subcontractor payment, environmental measures and recognised quality and information-security controls, including ISO 27001 or an equivalent. Business continuity capability, relevant insurance and the financial strength to support a large, demand-led managed service are also central. The award demonstrates demand for an integrated electronic-monitoring service across Scotland’s criminal and youth justice systems.

The service provider will be responsible for the installation, maintenance and removal of all necessary equipment and for the monitoring of those in the justice system placed on any form of electronic monitoring.

The Scottish Ministers are seeking to establish a managed service contract for the provision of Electronic Monitoring (EM) services in Scotland to support the criminal justice and youth justice systems. Electronic Monitoring (also known as "tagging") enables justice authorities to monitor compliance with court orders and licence conditions by confirming whether an individual remains at a specified location during designated periods and/or avoids restricted locations. Individuals subject to EM are fitted with a tamper-resistant electronic device (typically worn on the ankle or, where appropriate, the wrist), which transmits data indicating compliance, including any unauthorised absences, presence in restricted areas, or attempts to interfere with the device. The appointed service provider will be responsible for the delivery of an end-to-end EM service, including the installation, maintenance, monitoring, and removal of all necessary equipment. The service may utilise a combination of technologies, including radio frequency (RF), global positioning system (GPS), and alcohol and/or substance monitoring technologies. The service provider will be required to deliver all material aspects of the EM service across Scotland. This includes, but is not limited to: -Provision (through manufacture or procurement) of monitoring technology, including both hardware and software; -Installation, deinstallation, and maintenance of monitoring equipment; -24/7 monitoring of individuals subject to EM orders, supported by appropriate monitoring infrastructure and operational support functions; - Recruitment, vetting, and training of suitably qualified personnel; - Engagement with criminal justice stakeholders, including the Crown Office and Procurator Fiscal Service (COPFS), Police Scotland, Scottish Courts and Tribunals Service (SCTS), Scottish Prison Service (SPS), Justice Social Work (JSW), and others; - Accurate record keeping, data analysis, and reporting to the Purchaser. Additional information: The award criteria include an initial question assessing compliance with the technical requirements of the specification. This will be evaluated on a pass/fail basis. Schedule 1 will be provided in a redacted form due to the sensitive nature of certain information it contains. An unredacted version of the Specification may be made available to Tenderers upon request via PCS-T messaging facility.

Renewal: The Purchaser may, by giving notice to the Service Provider, extend the period of the Contract to a date falling no later than 31 March 2034. Subject to that constraint, the Purchaser may extend the period of the Contract on more than one occasion.
