Summary of the contracting process

Collingwood College in Camberley, Surrey, procured school catering services for its secondary school community. The requirement covers breakfast, morning break, lunchtime and after-school food services throughout the academic year, together with hospitality services when requested. The school has 1,718 pupils and 218 teaching and support staff. The service is expected to use fresh, locally sourced ingredients prepared on site, with flexible menus suited to the students. The contractor is also expected to provide closely managed catering operations and a management approach that supports, encourages and develops catering staff. The buying organisation is Collingwood College, with RIVA Partnership Ltd acting as its procurement consultancy. The procurement was for services delivered at the college in Camberley.

This completed procurement used a two-stage Competitive Flexible procedure under an open process. Five bids were received and all five reached the final stage; two final-stage bidders were SMEs. Innovate Services Limited was awarded the single catering contract on 27 April 2026 for £2,793,470 excluding VAT (£3,352,164 gross). The award standstill ended on 8 May 2026, and the contract was signed on 29 July 2026. The contract runs from 1 September 2026 to 31 August 2029, with an option to extend for up to two further years to 31 August 2031. Stage-one selection required a minimum score of 60%; stage two evaluated quality at 65% and cost at 35%. Bidders could submit electronically in English, and expressions of interest were due by 6 January 2026 at 12:00.

This award demonstrates established demand from Collingwood College for a managed, on-site secondary-school catering operation serving a substantial pupil and staff population. A credible future competitor would need experience delivering breakfast, break, lunch, after-school and ad hoc hospitality services, while maintaining reliable day-to-day controls. The requirement favours catering providers able to source fresh local ingredients, design flexible menus around students’ needs, and demonstrate creative ways to improve service and value. Strong people management is important: the contractor must support, encourage and develop catering staff while working collaboratively with the school’s family ethos. The stated commercial entry requirements include at least £500,000 annual turnover and £5 million employers’ liability and public liability insurance. The opportunity was suitable for SMEs and VCSEs, although the successful supplier was a large business.
