Summary of the contracting process

The Met Office sought a communications solution for its land observation network of around 300 automatic weather stations, mainly in the UK with a small number overseas. The requirement covers land-network modems, SIMs and associated data communications services to transfer weather observation data from site loggers to the Met Office’s central cloud-based collection system every minute in real time. Sites have differing power arrangements, including mains electricity and 50W solar panels, and differing mobile connectivity: most use 4G while some currently rely on 2G. Delivery covers the United Kingdom. The procurement is categorised as services, with data-communications equipment also included.

The buyer invited offers through an open procedure. The enquiry deadline was 20 May 2026 at 12:00 BST and the tender submission deadline was 1 June 2026 at 12:00 BST. The planned award decision date was 10 August 2026. The contract was intended to run from 1 September 2026 to 31 August 2031, with one 24-month extension available, potentially lasting until 31 August 2033. Its estimated value was £208,333.33 excluding VAT, or £250,000 including VAT. Evaluation was based on technical quality at 70% and price at 30%. The procurement was withdrawn and terminated on 20 August 2026 because mandatory requirements were not clear enough for consistent and comparable assessment of bids; no contract was entered into.

This opportunity suited SMEs able to supply and support communications equipment and mobile data services for a distributed monitoring network. Relevant suppliers would need capability in modem and SIM provision, mobile connectivity across locations with different network availability, and reliable real-time data transmission from remote weather stations to a cloud platform. Experience supporting mixed 4G and 2G environments would be useful, as would the ability to design for sites with mains power and low-power solar generation. The requirement called for operational scale across around 300 stations, mostly in the UK but with some overseas sites, so suppliers needed capacity to deploy and manage a geographically dispersed service. The procurement was withdrawn, with a revised competition intended later.

Notice Title

Land Observations Networks Modems and Sims

Notice Description

We operate a network of around 300 automatic weather stations (AWS), mostly in the UK, but also a small number overseas. The weather observation data collected at these sites is collated on a logger at site and then communicated every minute to our central cloud based system in real time. Some sites have mains power, some operate on a 50W solar panel. The majority of sites have 4G connectivity, but there are a subset that only have 2G connectivity at present. We are looking for a supplier to provide a communications solution to allow for the real time transfer of our land surface observation data to our central cloud based collection system every minute in real time.
