Summary of the contracting process

Anglian Water Services Limited procured a closed, multi-supplier Major Infrastructure Delivery Framework for capital investment works supporting climate-change adaptation and population growth. The procurement is complete and has been awarded through a selective competitive flexible procedure under the Procurement Act 2023. Quality counted for 60% and price for 40%. Two supplier groupings were selected for the single lot: Ferrovial Construction (UK) Limited and MWH Treatment Limited were awarded an active framework on 17 August 2026, valued at £1.5 billion excluding VAT (£1.8 billion including VAT), for 27 August 2026 to 26 August 2031, with a possible extension to 26 August 2036. VolkerStevin Infrastructure Limited and VolkerFitzpatrick Limited received a pending award on 17 August 2026, at the same stated value, for the same contract period and possible extension. The second award had a standstill period ending 26 August 2026.

This requirement is relevant to large infrastructure contractors, water-sector engineering businesses and integrated delivery partnerships able to undertake substantial capital programmes across multiple English regions. Credible suppliers need capability in water and wastewater construction, including pipelines, mains refurbishment, pumping stations, drainage, sewers and treatment plants, alongside design, site investigation, construction management and supervision. Experience in water distribution, environmental planning, health and safety and consultancy is also directly relevant. The selected suppliers show that the buyer values collaborative, multi-disciplinary delivery rather than a narrow construction-only offer. Businesses preparing for a future requirement of this type would need strong programme capacity, the ability to coordinate specialist disciplines and evidence of safe delivery for a regulated utility serving changing population and environmental needs.

Anglian Water Services Ltd (Anglian Water) is undertaking a procurement exercise to establish a multi-supplier framework agreement to support the delivery of its capital investment, necessary for adaptations to climate change and anticipated population growth. The framework agreement will provide for an integrated and collaborative partner(s) and enable flexible call-offs to deliver selected programmes and projects successfully, achieving outcomes to enable Anglian Water to meet the needs of our customers, stakeholders, shareholders, investors and the specific outcomes required by the regulator. While achieving the highest levels of safety, health and wellbeing in the delivery of its works.

Options: The right to additional purchases while the Framework Agreement is valid. In line with the nature of the framework agreement, Anglian Water reserves the right to expand the scope of works under this framework agreement to respond to evolving regulatory, environmental, and programme needs. Options may include, but are not limited to: Geographic Expansion: Inclusion of additional areas or project sites within or adjacent to Anglian Water's existing regions. Technology and Innovation: Adoption of new and emerging technologies to enhance the quality and efficiency of works.

Renewal: The framework agreement is structured with an initial term of 5 years, commencing circa July 2026, with the option to extend by up to 5 years, subject to business need and suppliers' performance. This allows for a maximum total duration of 10 years, ending no later than circa July 2036.

A recorded market engagement webcast will be shared with all suppliers that register. A market engagement questionnaire will also be available to suppliers that register to review and respond to. Anglian Water welcomes completed market engagement questionnaire from suppliers by the questionnaire submission deadline of 5th January 2026. Suppliers which do not wish to complete and respond to the market engagement questionnaire will not be precluded from participating in future events relating to this procurement. Once questionnaires have been received and a thorough review and analysis of the responses has been conducted, Anglian Water may invite suppliers to attend meetings to follow up and clarify responses to the market engagement questionnaire. Discussions and any feedback from suppliers obtained are solely intended to assist Anglian Water in taking an informed view as to the framing of this future procurement. At the same time, any decisions about the framing of the future procurement rests solely with Anglian Water. Amongst other things, feedback that suppliers may provide should not be interpreted as committing Anglian Water to the adoption of any particular approach in relation to this future procurement.
