Summary of the contracting process

Together Housing Association Limited procured concierge security services for its supported housing and wider property portfolio. Lot 1 covers fixed-hour concierge security at the James Street scheme in Darwen and Hollin Street scheme in Blackburn, supporting building and customer safety for people and families experiencing homelessness, with 24-hour staffing outside the association’s non-working hours. Lot 2 covers reactive, call-off concierge security across the group’s portfolio when required, including responses to non-secure buildings, major leaks or system failures, power outages, arson threats, anti-social behaviour and unauthorised access. The service category is security services (CPV 79710000). The buyer is based in Halifax, while Lot 1 delivery is in Darwen and Blackburn and Lot 2 covers locations across the housing group’s portfolio.

This procurement is complete and has reached award stage. It used an above-threshold open procedure. The tender closed on 16 January 2026 at 12:00, enquiries closed on 16 December 2025 at 17:00, and the award was dated 17 June 2026. SSG Support Services Group Limited and MPD FM Limited were named as suppliers for both lots. The award value covering both lots is £1,323,978.48 gross. The awarded contract is scheduled to run from 1 October 2026 to 30 September 2029, with two additional one-year extensions potentially taking it to 30 September 2031. A standstill period is scheduled to end on 21 August 2026, with signature due by 28 August 2026. Evaluation weighted quality at 65% for each lot; price carried 25% for Lot 1 and 30% for Lot 2, with social value carrying 10% and 5% respectively. Each lot received 33 bids.

This award demonstrates established demand from a housing association for both routine concierge security in supported accommodation and responsive security cover across a wider property portfolio. A credible future competitor would need to provide reliable security personnel for fixed-hour, safety-critical coverage and respond quickly to varied incidents, including unauthorised access, anti-social behaviour, arson threats, building insecurity and infrastructure failures. Providers should be able to operate across Darwen, Blackburn and other portfolio locations, manage reactive call-outs, and maintain consistent service standards across different settings. The evaluation placed greatest emphasis on quality, so operational resilience, safeguarding awareness, incident management, communication and evidence of effective service delivery would matter more than price alone. Both lots were identified as suitable for SMEs and voluntary, community or social enterprises, while social value formed part of the assessment.
