Summary of the contracting process

Kent County Council trading as Procurement Services is procuring a national framework for grounds maintenance and associated services. The scope covers planned and reactive grass, vegetation, pathway, communal-area and litter maintenance; seasonal operations; planting, turfing, soil preparation and biodiversity work; paving, fencing, boundaries, drainage and other hard landscaping; ecological management, invasive-species treatment, environmental protection, site clearance and other specialist services; and arboriculture, including tree inspections, risk assessments, pruning, preservation and safe tree removal. The work is divided geographically across London, the South of England, the East and Midlands, the North of England, the devolved nations, and a National lot covering the UK and Northern Ireland. Framework customers may include public bodies, emergency services, NHS bodies, educational organisations, housing associations, charities and other listed public-sector categories.

The procurement has reached tender: the buyer invited offers through an open procedure. It is a framework agreement using direct award, rapid request for quotation or further competition for call-off contracts, with or without reopening competition. Enquiries had to be submitted by 10 September 2026 at 17:00, and offers by 24 September 2026 at 17:00. The award decision was due by 21 October 2026 at 23:59. The framework contract period is 25 November 2026 to 24 November 2030. Its estimated value is £500,000,000 excluding VAT and £600,000,000 including VAT. There are six geographic lots, each estimated at £83,333,333.33 excluding VAT and £100,000,000 including VAT, except the National lot, estimated at £83,333,333.35 excluding VAT. Evaluation for every lot is 80% quality, 10% price and 10% social value.

This suits grounds maintenance, landscaping, horticultural, ecological, environmental and arboricultural contractors able to provide both routine and reactive services at public-sector sites. Relevant capability includes managing grass, vegetation, parks, sports grounds, pathways and communal areas; delivering planting, turfing, soil preparation and biodiversity enhancements; constructing or maintaining paving, fencing, boundaries and drainage; and undertaking site clearance, invasive-species treatment and environmental protection work. Arboricultural suppliers need the capability to inspect trees, assess risk, prune, preserve and safely remove them. Specialist work may require appropriate qualifications, equipment or accreditations, while delivery must meet horticultural standards, statutory duties, industry best practice, relevant regulations and agreed service levels. Each lot is identified as suitable for small and medium-sized enterprises.
