Summary of the contracting process

The University of Strathclyde, serving as the buying organisation, is set to renew its Gladstone Leisure Management System and associated services under a public procurement process. The procurement is classified within the Information Technology Services industry, specifically aiming to provide software package and information systems, as well as computer-related professional services. The contract, valued at GBP 205,000 over a 60-month period, is located in Scotland at the University of Strathclyde, Glasgow. According to the award tag, the procurement is at the award stage, with the contract expected to commence on or after 19 January 2026. This negotiated procurement was conducted without the publication of a contract notice due to technical reasons, as outlined by The Public Contracts (Scotland) Regulations 2015.

This tender presents robust opportunities for entities within the IT services sector, particularly those specialising in software packages and systems, to engage with a high-profile educational institution. Businesses adept at providing continuity, support, APIs, and hosting services, especially with unique software requirements similar to those provided by Gladstone MRM Limited, are favoured due to the limited competition from other providers. Those businesses that excel in offering comprehensive integration and support for leisure management systems like Gladstone are particularly well-suited to compete, benefiting from the existing dependency on the specific system currently embedded in the university's operations.

Procurement Information

The University requires a Leisure Management System (LMS) to support its facilities operations. Gladstone MRM Limited is the sole provider of the specific LMS currently in use. This software has been implemented and fully operational at the University since circa 2018, following a compliant tender process. Over this period, it has become embedded in the University's systems and processes. Due to the proprietary nature of the software, its deep integration, and the operational reliance developed over several years, there is no suitable alternative on the market that would provide equivalent functionality without significant disruption. Transitioning to a different system would incur substantial cost, operational risk, and service disruption. Therefore, this procurement qualifies as an exception under the Directive, allowing a direct award to Gladstone to ensure continuity of service, preserve system integrity, and avoid unnecessary costs. As such, this contract shall be awarded under Regulation 33 (1) (b) (ii) as the University intends to award this public contract following the negotiated procedure without prior publication of a contract notice as the competition is absent for technical reasons.
