Summary of the contracting process

Dumfries and Galloway Council is seeking an operator for the renovated George Hotel in Stranraer, a leisure, cultural and accommodation facility intended to attract visitors using the nearby Waterfront. The operation will combine an arts centre with gallery and event space, workshops and studios; six flexible offices and co-working space for the arts, cultural sector, start-ups and small enterprises; a two-storey indoor-to-outdoor climbing and bouldering attraction; and 28-bed affordable bunkhouse accommodation. The facilities will include shared bathrooms, reception and lounge areas, laundry, bike storage and a communal kitchen. The procurement covers commercial property, sports, arts-facility, accommodation and office, building and facilities management services, delivered at the George Hotel, Stranraer.

The procurement has reached tender: the Council invited offers through an open procedure, with electronic submission in English. The tender deadline was amended to 14 September 2026 at 12:00 noon, following a two-week extension for the summer holiday period. The tender provides for a contract period of 7,200 days. The opportunity is intended as a 20-year lease with break clauses at five-year intervals, although these terms can be negotiated after tender. Bids must remain valid until 28 April 2027 at 23:59. Variants are permitted. Evaluation is based on quality, weighted at 70%, and price, weighted at 30%. The contract uses electronic ordering and payment, with electronic invoicing allowed.

This opportunity suits an established leisure, hospitality, cultural, visitor-attraction or property operator able to manage a mixed-use destination rather than a single-service venue. Relevant capability includes running arts and cultural spaces, climbing or bouldering facilities, affordable hostel-style accommodation, offices or co-working areas, and the associated reception, lounge, kitchen, laundry, bike storage and building services. Suppliers should be able to coordinate different user groups, support visitor and tourism activity, and operate facilities serving arts organisations, start-ups, small enterprises and overnight guests. The requirement is substantial in operational breadth and suits businesses, partnerships or operator teams with experience managing multi-purpose public-facing premises and delivering consistently high service quality across several facilities.
