Delivery Partner for Selective Licensing Scheme in North East Lincolnshire
Notice Description
The Authority will deliver a Selective Licensing scheme with a Delivery Partner starting from April 2026 for a period of 5 years. The scheme covers a designated area of the East Marsh in Grimsby, North East Lincolnshire. The Authority is now engaging a Delivery Partner to provide the additional capacity needed to deliver the scheme with enforcement still remaining within the remit of the Authority.

Procurement Information
This is a new and limited market and there absence of competition due to technical reasons. Due to this and the statutory legal requirement to have a service in place by 8th April 2026, the Authority initially tried to recruit and deliver the service in house however recruitment failed. The Authority then conducted a PME (see linked notice) and the only respondent was Home Safe and benchmarking research with other Authorities confirmed that there was only one provider available.
