Summary of the contracting process

BlueLight Commercial Limited established a national open framework for police alcohol breath-testing equipment. The requirement covers evidential breath-testing instruments, roadside breath-screening devices, and installation, calibration, servicing and maintenance. It combines equipment supply with technical support for police and other eligible public-sector participants using the framework. Delivery covers the United Kingdom, with some lots also serving Guernsey, the Isle of Man, Jersey, Gibraltar and Cyprus. The procurement is for police equipment and testing and measuring apparatus, including repair and maintenance services. The framework is available to public-sector buyers across the UK, and its open framework structure allows up to 10 participants. Lot 1 concerns evidential instruments; Lot 2 concerns roadside screening devices; Lot 3 concerns installation, calibration, servicing and maintenance.

The procurement is complete and was run as an above-threshold open procedure. The award date was 7 April 2026. An overall award of £21.6m excluding VAT (£25.92m including VAT) was made to Lion Laboratories, Draeger Safety UK, Medacx and Intoximeters. Lot 1, evidential instruments, was awarded to Lion Laboratories, Draeger Safety UK and Medacx for £7.2m excluding VAT (£8.64m including VAT), from 20 May 2026 to 19 May 2034. Lot 2, roadside screening devices, was awarded to Draeger Safety UK, Medacx, Lion Laboratories and Intoximeters UK for the same value and period. Lot 3, installation, calibration, servicing and maintenance, was awarded to Intoximeters UK for the same value and period. Evaluation was based on price. A 2% award fee applied, and the framework may be used with or without reopening competition.

This award demonstrates sustained public-sector demand for specialist breath-testing technology and its supporting services. Suppliers well placed for a future requirement would need proven capability to manufacture or supply evidential and roadside breath-testing equipment, install and calibrate measuring devices, and provide reliable servicing, repairs and maintenance. The successful supplier profile includes organisations able to support police equipment requirements across the UK and, for relevant lots, the Crown Dependencies and overseas territories listed in the procurement. Credible competitors would need operational capacity for national framework orders, dependable delivery and product quality controls, and service teams able to resolve issues within seven working days. The buyer also measures delivery lead times, product quality and resolution performance, so suppliers should be able to evidence consistent performance against these service levels.
