Summary of the contracting process

The Education Authority sought suppliers for vehicle bodywork and accident repair services for its fleet across Northern Ireland. The work covers a range of vehicle makes, models and sizes, including buses, with repairs required after accidents and to statutory vehicle compliance, construction and quality-assurance standards. Services are arranged across four geographical areas: Northern Area, including Antrim, Ballymena and Coleraine; Southern Area, including Armagh, Aughnacloy, Cookstown, Dungannon and Newry; Western Area, including Enniskillen, Derry/Londonderry, Omagh and Strabane; and Eastern Area, including Belfast, Dundonald, Downpatrick and Lisburn. Suppliers may also need to collect and deliver vehicles to specified depots, including outside their awarded area. The arrangement is for repairs ordered as required rather than guaranteed exclusive work.

The buyer reached tender stage and invited offers through an open procedure for a closed framework agreement. Suppliers could bid for any or all four lots, with up to four highest-scoring suppliers per lot ranked for work allocation. The estimated value was £1,530,000 excluding VAT (£1,836,000 including VAT), with each lot estimated at £382,500 excluding VAT (£459,000 including VAT). The contract period was set from 1 August 2026 to 31 July 2030; the Northern lot could extend to 30 April 2032. Enquiries were due by 2 July 2026 at 3pm and tenders by 6 July 2026 at 3pm, with award planned by 30 July 2026. Evaluation was 60% cost and 40% quality. The tender was abandoned on 7 August 2026 because the specification and other tender documents were being refined, and the contract is to be re-tendered.

This opportunity suits vehicle repair businesses able to deliver accident-damage assessment, bodywork and mechanical or associated repair across a defined Northern Ireland service area. Suppliers need capability across different vehicle makes, models and sizes, including buses, and must return vehicles within agreed timescales while meeting statutory compliance, construction and quality-assurance requirements. They should have sufficient workshop capacity to manage the Authority’s repair volumes and avoid backlogs, because work may be redirected when a ranked supplier cannot meet the required timeframe. Collection and delivery capability is important, including the ability to support depots outside the supplier’s awarded area when required. The framework is suitable for small and medium-sized enterprises and voluntary, community or social enterprises, and electronic auction arrangements may apply.

Notice Description

The EA wishes to appoint suppliers to this Framework for the Provision of Vehicle Bodywork and Accident Repair Services for the Northern, Eastern, Southern and Western EA Fleet areas on a call off as required basis. EA is not obliged to procure services exclusively from this Framework Agreement and is free to use their own in-house service if applicable. The Framework will include a range of makes/models and size of vehicle to be repaired after an accident to meet all statutory vehicle compliance and construction requirements to a quality assured standard within a reasonable timeframe. The framework will be split into 4 lots, details of which are provided within document TRN-25-013 Annex 02 Specification of Requirements. For the duration of the Framework the Suppliers appointed to each lot must have the capacity to provide all vehicle bodywork and accident repair to each area, and if required collection and or delivery of vehicles to specified depots.
