Summary of the contracting process

Aster Group Limited, a public authority within sub-central government, is initiating a Preliminary Market Engagement (PME) process for the provision of Chartered Institute of Housing (CIH) Level 4 and Level 5 housing management qualifications. This engagement process, scheduled to conclude on 30th January 2026, aims to inform a potential upcoming procurement. The engagement will explore suitable commercial and delivery models and test market capacity, capability, and interest. Based in Devizes, United Kingdom, Aster Group focuses on addressing the housing shortage by providing a range of housing options across the South of England and London. This planning stage process invites feedback from interested providers, shaping the final procurement strategy for a proposed Light Touch Framework Agreement.

This engagement presents a promising opportunity for businesses operating in the education and training services sector. Companies specializing in providing flexible learning solutions, such as online platforms with virtual tutor-led sessions, can significantly benefit. The procurement envisages a framework supporting the development of senior and executive leaders within the social housing context. SMEs offering innovative training delivery models and the capability to facilitate enrolment and course delivery by 8th June 2026 would be well-suited to participate. Successful involvement in Aster's framework could lead to long-term collaboration, aligning with Aster's vision of reinvesting in affordable housing development and community impact.
