Summary of the contracting process

Wiltshire Council has established a specialist highway works framework to maintain its highway assets and support delivery of highway services in Wiltshire. It covers nine areas: road surface retexturing using captive shot blasting or hydro-jetting; asphaltic grouted macadam; in-situ recycling of carriageways and footways; specialist surface treatments including surface dressing, high-friction surfacing and ultra-thin surfacing; laboratory and site testing of materials; minor civil engineering and other works, including bridge repairs; asphalt preservation and rejuvenators; crack and joint repairs; and traffic data collection using manual, automated and video surveys. The work is for roads, footways, footpaths, bridleways and byways. Wiltshire Council is the buying organisation, and suppliers will be called upon as instructed. The framework is intended to support maintenance, repair, asset-life extension, compliance testing, highway scheme design and policy decisions.

The open procedure has been completed and awards were made on 11 September 2026, with all nine lots marked complete. The framework’s estimated total value is £15m excluding VAT (£18m including VAT). Awards are: road retexturing, £384,000, to Ferns Surfacing, Kiely Bros, Luddon Construction and WJ South West; grouted macadam, £384,000, to Ferns Surfacing, Luddon Construction and Miles Macadam; in-situ recycling, £2.4m, to Colas, Ferns Surfacing, Kiely Bros, Stabilised Pavements and Thermal Road Repairs; specialist surface treatments, £960,000, to Colas, Ferns Surfacing, JPCS, Kiely Bros, Luddon Construction, Miles Macadam, Multi Contracting Services, Thermal Road Repairs and WJ South West; laboratory and site testing, £960,000, to Ferns Surfacing, I2 Analytical, Jean Lefebvre, Miles Macadam, National Testing Services and UK Remediation; minor civil engineering, £140,000, to 19 suppliers; asphalt preservation, £720,000, to Colas, Ferns Surfacing, Kiely Bros and Velocity; crack repairs, £720,000, to eight suppliers; and traffic data collection, £960,000, to five suppliers. Each award runs from 1 October 2026 to 31 August 2029, with possible renewal to 31 August 2031. The framework uses reopening competitions for individual work packages and permits suppliers to hold places on up to eight lots.

This procurement demonstrates recurring demand for specialist highway maintenance and associated technical services from Wiltshire Council. Relevant competitors would need demonstrable competence in one or more disciplines: road-texture restoration, grouted macadam, in-situ pavement recycling, surface dressing, high-friction and ultra-thin surfacing, asphalt preservation, crack sealing, materials testing, minor civil engineering, bridge maintenance or traffic surveys. Credible suppliers should be able to provide suitably qualified resources, plant and materials, and evidence compliance with current British and European Standards where testing is involved. The assessment was pass/fail and centred on competency, with technical and, for several lots, economic requirements documented in the competency assessment. The framework is suitable for SMEs and VCSEs, and future work will be competed among framework suppliers as requirements arise.

INSITU RECYCLING TO CARRIAGEWAYS AND FOOTWAYS

The provision of contractors able to provide in-situ recycling to restore a failed road, footway or carriageway reusing the existing construction materials to reconstruct a new pavement/footway with the strength and life expectancy of a traditionally designed and constructed pavement/footway.

SPECIALIST SURFACE TREATMENTS

The provision of contractors able to provide specialist surface treatments to maintain and extend the life of the client's highway assets by means of; - Surface Dressing - small scale sites on narrow roads - High Frictions Surfacing (HFS) o Cold Applied o Hot Applied o MMA - Cold Applied Ultra-Thin Surfacing

LABORATORY AND SITE TESTING OF MATERIALS

The provision of contractors able to provide site and laboratory materials testing support to the client to ensure compliance with current British and European Standards in delivering maintenance and new works on the client's highway network.

MINOR CIVIL ENGINEERING AND OTHER WORKS

The provision of contractors able to provide competent resources including materials and plant where required to delivery minor construction projects and specific highways tasks including bridge repairs and maintenance to support the client in delivering its highway service.

ASPHALT PRESERVATION INCLUDING REJUVENATORS

The provision of contractors able to provide surface treatments through the use of preservations and rejuvenators to protect and prolong the life of the client's highway asset. Asphalt Surface Course Preservation This service is required to seal pavements against water and salt ingress and seal in essential oils and resins and slow down the oxidation and embrittlement process. - Penetrative treatments - Non-penetrative treatments

TRAFFIC DATA COLLECTION

The provision of contractors to collect traffic data to facilitate highway scheme design and policy decision making. Survey types should include manual, automated and video on the highway network including carriageways, footways, footpaths, bridleways and byways.

This Preliminary Market Engagement (PME) Notice is being published to inform the wider supply chain, including both existing providers currently contracted with Wiltshire Council and new or prospective providers, Wiltshire Council invites all interested providers, including both existing contract holders and new market entrants with experience or interest in joining the Wiltshire Council Specialist Highway Works Framework. This will be an opportunity for providers to understand the process and the requirements. The Market Engagement will be held on-line via teams on Tuesday 3rd February.
