Summary of the contracting process

Ulster University procured the supply of sports kits and leisurewear for student and staff sport, together with Gaelic Games sports kits. The goods include sports clothing and associated kit, supplied for use across the University’s Northern Ireland operations. The requirement was divided so that suppliers without a Gaelic Athletic Association kit licence could compete for the student and staff sports kits, while the Gaelic Games requirement formed a separate lot. This is a goods procurement led by Ulster University, a public authority based in Coleraine. It is relevant to sportswear manufacturers, kit suppliers, leisurewear providers and businesses able to design, produce, customise and deliver team clothing for university and Gaelic Games requirements.

The procurement used an open procedure and is complete. Tenders were due by 16 February 2026 at 15:00, with enquiries closing on 9 February 2026 at 15:00. Evaluation for both lots weighted commercial price at 50% and quality at 50%, with economic and technical participation conditions. Lot 1 was awarded to Surridge Sport on 8 July 2026 for £203,000 gross, but the procurement for that lot was terminated on 18 August 2026 while Ulster University reviewed its requirements. Lot 2, Gaelic Games Sports Kits, was awarded to O'Neill's Irish International Sports Company Limited on 8 July 2026 for £132,778.80 gross. Its contract period is 1 August 2026 to 31 July 2029, with extensions of up to 24 months.

This process demonstrates established demand for branded university sportswear, staff and student kits, and Gaelic Games clothing. A credible future competitor would need to provide reliable sports-kit design, manufacture, customisation, sizing, order management and delivery, supported by suitable economic and technical capacity. The two-lot structure shows that suppliers may specialise in general university sportswear or Gaelic Games kit, while businesses with the relevant Gaelic Athletic Association licensing capability can address the specialist requirement. The competition attracted seven bids for the student and staff lot and three for the Gaelic Games lot, including small and medium-sized enterprises. Suppliers should therefore be able to meet a structured, quality-led tender and demonstrate dependable fulfilment for institutional sports-kit orders.
