Summary of the contracting process

The Cadw Grounds Maintenance Services tender, ref C369/2025/2026, initiated by the Welsh Government, was aimed at securing services for grounds upkeep across north east Wales and Ynys Mon. The relevant procurement process operated under an open procedure, with submissions required electronically via the eTenderWales platform by 20th February 2026. The procurement focused on services within the public authority and central government category, covering landscaping, tree maintenance, and associated grounds care activities across specified regions in Wales. Following the tender stage, the process was ultimately completed with the announcement on 26th June 2026 that the intended competitiveness was not achieved, leading to the planned reconsideration and future retendering of the services.

This procurement activity offers significant opportunities for businesses in landscape and grounds maintenance. Firms specialising in services such as soft landscaping, hedge management, and invasive species control can benefit from engaging in this procurement. The contract also appeals to small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) due to its open procedure and broad criteria for consideration, offering potential for long-term growth through renewable contracts spanning multiple regions. Businesses able to demonstrate technical prowess and cost-efficiency, particularly those with experience in public sector requirements and environmental conservation, are well-positioned to succeed in the revised tender process once it is reissued.
