Summary of the contracting process

Norwich City Council sought operators to manage and maintain the refurbished facilities at Sloughbottom Park in Norwich. Quality accounted for 100% of the evaluation for each lot, and the same supplier could win both. The process was cancelled because no compliant bids were received for either lot.

The opportunity suited small and medium-sized enterprises and voluntary, community and social enterprises, and offered separate routes for hospitality and community-hub operators and for sports-facility operators. Pavilion bidders needed the ability to run a café and community space, manage bookings and maintain public toilets, while meeting food-hygiene and sustainability standards. Sports bidders needed experience operating a sports hub, 3G and grass pitches to FA standards, maintaining facilities, running booking systems and managing a cricket non-turf pitch. The sports contract also required an annual £27,000 contribution to the Football Foundation sinking fund for pitch replacement. Both lots were judged solely on quality, making demonstrated service capability central to competing. The council could award both lots to one supplier if it submitted separate bids and achieved the highest score on each.

Operate the Pavilion cafe and community hub, manage bookings, maintain public toilets, and ensure compliance with food hygiene and sustainability standards

Renewal: 8.1 At the time of considering an option to extend the performance of the contract shall be taken into account. 8.2 The council may request the supplier to demonstrate improvements and/or price reductions before considering an extension. 8.3 If the option to extend is agreed then the supplier may request that the tendered sum be adjusted by the following: 8.4 The annual CPI rate taken from the January prior to the start date of the new extension period 8.5 any changes to the national living wage rate that has taken place in the preceding contract period to that of the new extension period.

Lot 2: Sports Hub, 3G pitch and grass pitches

Manage Sports Hub, 3G and grass pitches to FA standards, cricket NTP, run booking systems, maintain facilities, and contribute annually (PS27k) to the Football Foundation sinking fund for pitch replacement.
