Summary of the contracting process

Anglian Water Services has established a multi-supplier framework for mechanical, electrical and DSEAR services supporting its water and wastewater assets. The work covers planned and reactive asset maintenance, lower-complexity and lower-value capital projects, and programmes of mechanical and electrical work. It is divided into four areas: mechanical and electrical projects and parcels; mechanical maintenance; electrical maintenance; and DSEAR services. Work is delivered across Anglian Water’s operating area in the East of England and East Midlands. The framework is intended to support the utility’s maintenance and engineering requirements across its asset base.

The procurement has been awarded through a competitive flexible procedure using a selective process. Awards were made on 23 October 2026. Amentum Enterprise Asset Solutions, Galliford Try Construction, M Group Water, Quartzelec and Ross-Shire Engineering are appointed to the projects and parcels lot, alongside Veolia Dewatering and Maintenance Solutions UK; its value is £102 million excluding VAT. Mechanical maintenance, valued at £123 million, has 17 appointed suppliers; electrical maintenance, valued at £58 million, has 11; DSEAR services, valued at £18 million, has seven. The respective contract periods run from 9 November 2026 to 31 March 2035. Quality written responses carried 80% of the score for projects and parcels and 70% for each other lot; price accounted for the balance.

This framework demonstrates substantial, long-term demand from Anglian Water for specialist engineering support across water and wastewater assets, with separate routes for projects, mechanical maintenance, electrical maintenance and DSEAR services. The broad supplier appointments, including small and medium-sized firms, show that capability in a defined discipline can be relevant alongside the capacity to support larger programmes. Credible competitors will need to evidence delivery of planned and reactive maintenance, mechanical or electrical installation and repair, and, for the DSEAR lot, relevant hazardous-area services. Projects suppliers will need to handle lower-complexity capital works and parcels as well as maintenance-related engineering. The evaluation placed greater weight on written quality responses than price, so clear evidence of technical approach and delivery capability is commercially important for suppliers targeting this buyer’s recurring requirements.

Anglian Water intends to establish a multi-supplier framework for the provision of Mechanical, Electrical and DSEAR Services to cover Anglian Water's maintenance and engineering requirements to meet the anticipated demand for AMP8 and AMP9. The framework will support the delivery of asset maintenance strategies (planned and reactive work) in addition to lower complexity/value capital projects and programmes of mechanical and electrical work across the whole of the Anglian Water region. The Lots cover: Lot 1 - Mechanical and Electrical Projects and Parcels Lot 2 - Mechanical Maintenance Lot 3 - Electrical Maintenance Lot 4 - DSEAR Services

Anglian Water wishes to assess the desire of the market to deliver our requirements, capture market insights from the supplier base to gain confidence in the proposed solution and to identify any possible risks or issues that might not have been previously considered. This notice is being published to launch a market engagement exercise that will comprise a brief pre-recorded presentation outlining the proposed framework and imminent tender process (with associated slide pack), together with a follow-up questionnaire for suppliers to express interest and provide any feedback on the proposals. Suppliers wishing to participate are required to register using the link to our e-procurement platform (Scanmarket) as below, where further information will be shared (copy the following to browser): https://esourcing.scanmarket.com/SupplierRegistration/NewSupplier?eventId=849678&ccsum=85b30b1e30c732f16be13ae3918ba264 Once registered, suppliers can view a slide pack describing further details on the proposed framework and tender, together with the market engagement feedback questionnaire. The feedback questionnaire has a submission deadline of 17:00hrs 09 February 2026, when the engagement exercise will close. Completed questionnaires will be analysed with reference to the proposed tender and framework. Anglian Water may follow up and request clarification on responses to the market engagement questionnaire. Discussions and any feedback obtained from suppliers are solely intended to assist Anglian Water in taking an informed view as to the framing of this future procurement. Any decisions about the framing of the future procurement rests solely with Anglian Water. Feedback that suppliers may provide should not be interpreted as committing Anglian Water to the adoption of any particular approach in relation to this future procurement. Suppliers who do not wish to participate or submit a feedback questionnaire will not be precluded from participating in future events relating to this procurement.
