Summary of the contracting process

South London and Maudsley NHS Foundation Trust commissioned community engagement activities and mental health interventions for service users, families and carers supported by its Community Mental Health Teams in Southwark. The requirement covered five service areas: a culturally sensitive social group for Black men; Emotional Emancipation Circles supporting the wellbeing and self-care of Black people with mental health difficulties; a peer-supported Hearing Voices group co-facilitated by people with lived experience and, where appropriate, professional experience; horticultural activities in a non-medicalised setting to promote wellbeing and psychological stability; and bespoke support for unpaid carers of people with mental health challenges. The work is community-based in Southwark and falls within community service provision. Five suppliers were selected across these areas: Katakata CIC, Afghanistan & Central Asian Association, South East London Mind Limited and Bankside Open Spaces Trust.

Katakata CIC won Lot 1 at £165,000 gross; Afghanistan & Central Asian Association won Lot 2 at £71,000; South East London Mind Limited won Lot 3 at £90,000 and Lot 5 at £135,667; and Bankside Open Spaces Trust won Lot 4 at £90,000. Contracts were signed on 1 August 2026 for Lots 1, 2 and 4, 12 August 2026 for Lot 3, and 17 August 2026 for Lot 5. Contract periods run to 31 July 2028 for Lots 1, 2 and 4, and 31 August 2028 for Lots 3 and 5, with one 12-month renewal available. Evaluation weighted quality at 80% and price at 20%; suppliers could bid for one or multiple lots.

This procurement shows demand from an NHS mental health provider for specialist, community-rooted support rather than conventional clinical treatment alone. Credible future competitors would need experience designing and delivering psychologically informed group activities, peer support or culturally specific services for people affected by mental health difficulties. Strong quality and social value evidence would be central, as quality carried four times the weighting of price.

South London & Maudsley NHS Foundation Trust are seeking to commission a service which will broaden the range of engagement activities and interventions available to the service users, families, and carers of our Community Mental Health Teams in Southwark.

Lot Information

Lot 1 Social space for Black male service users

This space will be a social group in which men can interact in a safe and culturally sensitive environment. Participants will share food together, play games, listen to music and share gifts and talents with each other - for those who like to do this.

Renewal: 1 period of 12 months

Lot 2 Emotional Emancipation Circles.

This service will provide Emotional Emancipation Circles (EECs) in the community for people with a history of mental health difficulties to support their wellbeing. Emotional Emancipation Circles are an eclectic approach that supports Black people to know who they are and understand their history. The approach supports participants to attend to their self-care both physically and emotionally.

Renewal: 1 period of 12 months

Lot 3 Hearing Voices Group

This service will adopt an approach developed by The Hearing Voices Network. The provider will deliver a group-based approach for people who self-identity as hearing voices. The approach is based on peer support, and will be co-facilitated by people with lived experience, or jointly by people with lived experience alongside people with professional experience of voice-hearing.

Renewal: 1 period of 12 months

Lot 4 Horticultural Activities

This service will provide a soothing environment to help promote wellbeing and encourage psychological stability. This can also enable someone to make better use of therapy when it becomes available. The aim is to offer support in a non-medicalised space, and these initiatives are both psycho educational and holistic in approach

Renewal: 1 period of 12 months

Lot 5 Bespoke support for families and carers

This service will provide support to unpaid carers of individuals with mental health challenges. The service will address the significant emotional and practical burdens faced by carers, empowering them to maintain their wellbeing while continuing their caring roles.
