Summary of the contracting process

Respect Collaboration Trust commissioned alternative education through angling for children of compulsory school age who cannot receive suitable education at school, including pupils affected by suspension or exclusion. The service provides appropriate education otherwise than at school, with delivery in the Derby area. The requirement covers education and training services, including course provision, attendance, progress tracking and outcomes, behavioural and safeguarding management, quality assurance and compliance. It may include full-day placements, for which suitable meals must be provided to pupils receiving free school meals. Provision is arranged for the Trust’s pupils and is intended to respond to individual educational needs, with places purchased according to pupil requirements and provider capacity.

The open procedure has been completed and the contract was awarded to Cast Angling Projects Community Interest Company on 1 June 2026. The award and contract value is £500,000 excluding VAT and £600,000 including VAT. The contract was signed on 27 July 2026 and runs from 1 September 2026 to 31 July 2027, with rolling annual renewals for up to five years, potentially extending to 31 August 2031. There was one lot. Evaluation weighted quality at 70% and price at 30%; quality covered the service offer, location, staff qualifications and experience, course provision, outcomes, attendance, safeguarding, compliance and policies. Additional purchases are permitted, with places bought on an ad hoc or regular basis.

This requirement suits alternative education providers able to deliver angling-based learning for vulnerable pupils and demonstrate safe, structured educational outcomes. Credible suppliers need suitably qualified and experienced staff, effective attendance and registration systems, progress and outcome tracking, curriculum and accreditation arrangements, and reliable behavioural, safeguarding and incident-management processes. Strong quality assurance should include policy compliance, teaching observations, quality visits, reporting, risk assessments and clear improvement actions. Providers must be able to manage pupil data securely, meet statutory alternative-provision, equality and health-and-safety expectations, and support transport or other operational logistics where needed. Financial and organisational resilience matter, including public and employers’ liability insurance of at least £5 million, appropriate motor cover, cyber insurance and abuse or sexual-misconduct liability cover. Up to two recent relevant contract examples are expected, with evidence from named referees.
