Summary of the contracting process

Network Rail Infrastructure Limited plans to procure end-to-end railway track renewal and associated railway systems work across the United Kingdom. The core work covers plain-line track, switches and crossings, and drainage, including design, planning, installation, testing, commissioning and close-out. The alliances may also deliver secondary work alongside existing regional frameworks, including minor signalling, electrification, plant, telecommunications, civil engineering, structures and earthworks. Some secondary work, including standalone signalling and electrical and plant works not linked to track renewals, may also be commissioned. The contracts are intended to continue delivery of Network Rail’s Rail Systems programmes. Network Rail describes its current model as partnerships with one or more suppliers; the new arrangements are also intended to appoint suitable suppliers for the work.

This is at the planning stage: Network Rail has set out an intention to procure, but has not issued an invitation to tender. It expects to use a competitive flexible procedure. The work is planned as one lot, with a contract period from 1 June 2029 to 31 May 2041. Network Rail estimates mobilisation in mid-2028 and go-live in mid-2029. The planned procurement notice is expected on 1 March 2027. A further online market-engagement meeting is planned for 28 October 2026 at 3pm; suppliers can register interest by emailing Network Rail’s sourcing team. The estimated value is £5 billion excluding VAT (£6 billion including VAT). Detailed scope and commercial arrangements are to be set out in the tender documents. The engagement meeting is intended to cover requirements, priorities, strategy, contract expectations and tender assessment, followed by questions and answers.

The planned work is suited to suppliers able to deliver major railway track renewals across the full project lifecycle, from engineering design and planning through installation, testing, commissioning and close-out. Network Rail is seeking suitable supplier or suppliers for its Financial Period 1 and 2 programmes, and its existing alliance model involves partnerships between Network Rail and one or more suppliers. Relevant capabilities include plain-line track, switches and crossings, and drainage; experience in railway systems and associated works could also be relevant, including signalling, electrification and plant, telecoms, civil engineering, structures and earthworks. Standalone secondary works may form part of the requirement. The procurement is marked as suitable for SMEs and voluntary, community and social enterprises. Network Rail is seeking supplier views during advance market engagement, while the precise scope is still being developed.

The Current Rail Systems Alliances are Track Work contracts formed as partnerships between Network Rail and one or more suppliers. The requirement covers end-to-end delivery of track renewals, including design, planning, installation, testing, commissioning and close-out. Primary scope comprises plain line, S&C and drainage works. Secondary scope such minor signalling, electrification and plant, telecoms, civils, structures and earthworks may also be delivered as standalone work through the alliances, which will sit alongside existing regional frameworks. In addition to this, the new contracts will have the flexibility to provide secondary scope additional works such as standalone S&T and E&P works not associated to any primary scope track works. Network Rail is seeking to appoint suitable supplier(s) to continue the delivery of Rail Systems and associated work for the Financial Period (FP) 1 and 2 programmes, the estimated start date for mobilisation is mid-2028, with go live in mid-2029. The detailed scope and commercial model will be published within the tender documents.

Planning Information

Network Rail will be holding another Market Engagement Meeting with potential suppliers in advance of this procurement activity. We will be holding this as an online event on 28th October 2026 at 1500hr. We will provide suppliers with an overview of the procurement activity and our key requirements, priorities, Strategy Overview, Contract Expectation, Tender Evaluation & Assessment followed by a Q&A session.
