Summary of the contracting process

Worcestershire County Council is seeking a long-term development partner for the Shrub Hill Regeneration Quarter in central Worcester, linking Shrub Hill railway station with the city centre. The project is a residential-led, mixed-use regeneration programme across a 35-acre area, combining property development with placemaking and associated professional services. Phase 1 covers approximately 9.7 acres and is wholly council-owned. The work may include redevelopment, refurbishment or selective demolition of heritage buildings, alongside enabling infrastructure, public realm and transport improvements. The adopted planning framework sets the vision while allowing flexibility. Site preparation has been completed, public-sector funding has been secured, and a potential Community Diagnostics Centre could provide an early occupier. Delivery is in Worcester, close to rail services.

The council invited offers through a two-stage competitive flexible procedure. The first stage assesses participation questionnaires and intends to shortlist up to four bidders for discussions and final tenders. Expressions of interest were due by 3 November 2026 at 12:00 noon; questions were due by 22 October 2026 at 17:00. The council expected to make an award decision by 24 March 2027. The contract period is 1 June 2027 to 31 May 2032, with a possible extension to 31 May 2037. The estimated value is £90 million excluding VAT (£108 million including VAT). Evaluation is weighted 45% technical and design, 15% legal, 10% social value and environmental sustainability, and 30% commercial. Economic and technical participation criteria apply.

This opportunity suits an experienced property developer or development consortium with the financial strength and capacity to deliver a complex, long-term, residential-led mixed-use regeneration programme. The partner must be able to work collaboratively with the council and public-sector partners, shape and de-risk the scheme, and deliver commercially viable development while meeting high-quality and sustainability objectives. Relevant capability includes development planning and design, construction and infrastructure coordination, commercial structuring, and managing heritage buildings where refurbishment, redevelopment or selective demolition may be required. Bidders should be prepared to address changing site conditions, infrastructure requirements, funding and phasing, and possible changes to the proposed diagnostics centre or development land. Legal and commercial expertise matters alongside technical and design strength; social value and environmental sustainability also contribute to the assessment.
