Summary of the contracting process

Supply Chain Coordination Limited, trading as NHS Supply Chain, is establishing a national framework for clinical and sharps waste management across the UK. The procurement covers five areas: single-use and reusable polypropylene clinical and sharps containers; single-use non-plastic sharps and clinical waste containers; lead liners for hazardous and radioactive waste; contaminated-swab containers, bags, sharps pads, sharps boxes and needle removal or deactivation devices; and reusable clinical and sharps services, waste collection, disposal, recovery and related healthcare waste management. The requirement is primarily for goods, with services in the fifth lot. Framework users may include NHS trusts and other NHS bodies, government and statutory bodies, and private-sector organisations active in UK healthcare.

The buyer invited offers through an open procedure for a closed national framework, without reopening competition. The tender submission deadline is 14 September 2026 at 3:00pm, following an enquiry deadline of 7 September 2026 at 3:00pm. The framework is scheduled to run from 23 October 2027 to 22 October 2029, with an option to extend by up to two years, to 22 October 2031. Its estimated total value is £264,082,500 excluding VAT, or £316,899,000 including VAT. Lot values including VAT are £58,623,165, £13,802,400, £26,220,000, £9,216,600 and £209,036,835 respectively. Evaluation combines quality, social value and price, with weightings varying by lot; price carries 30% or 40%.

This opportunity suits manufacturers and distributors of clinical waste containers, sharps products, lead shielding liners and associated medical safety equipment, as well as specialist clinical and healthcare waste contractors. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable for every lot. Tenderers need ISO 9001:2015, ISO 13485:2016 or MDSAP certification accredited by UKAS or an international equivalent, covering sales, manufacturing, storage and distribution. Where applicable, CE certification and declarations of conformity are required. Suppliers must meet modern slavery, sustainability, carbon reduction and cyber-security requirements, including an MSAT score of at least 41%, Evergreen Level One or above, and Cyber Essentials Plus where they handle patient or personal data or provide IT systems, services or devices.

Please review the specific Lot information further down this notice regarding which products are covered under which Lot. The Lot structure is as follows: Lot 1: Plastic Clinical & Sharps Containers Lot 2: Non Plastic Clinical & Sharps Containers Lot 3: Lead Liners Lot 4: Sharps Pads & Associated Products Lot 5: Services (Reusable Clinical & Sharps end to end, Waste collection & Waste Collection & recovery) For this tender, the following requirements will apply: * ISO Certification: Tenderers must have ISO 9001: 2015 or ISO 13485:2016 or Medical Device Single Audit Program (MDSAP) certification accredited by the United Kingdom Accreditation Service (UKAS) (or international equivalent) to cover all segments of the Tenderer's and the product's supply chain. Single Use and Recoverable/ Multi Use Polypropylene Sharps Containers: Rigid, puncture-resistant medical waste containers specifically engineered for the safe disposal of needles, scalpels, lancets, and other sharp medical instruments. Single Use and Recoverable/ Multi Use Polypropylene Clinical Waste Containers: Durable, hygienic, and lightweight containment solutions designed for the safe collection, storage, and transportation of clinical, hospital, toxic, and general medical waste.

Renewal: There will be an option to extend the Framework for up to 2 years if the extension period will be utilised

Non Plastic Clinical & Sharps Containers

Single Use Non-plastic Based Sharps Containers: Rigid, puncture-resistant medical waste containers specifically engineered for the safe disposal of needles, scalpels, lancets, and other sharp medical instruments. Single Use Non-plastic Based Clinical Waste Containers: Durable, hygienic, and lightweight containment solutions designed for the safe collection, storage, and transportation of clinical, hospital, toxic, and general medical waste.

Renewal: There will be an option to extend the Framework for up to 2 years if the extension period will be utilised

Lead Liners

Lead liners are heavy-duty internal linings or inserts used within clinical waste containers to provide enhanced protection when handling hazardous, high-risk, or radioactive waste materials. Made from lead or lead-composite materials, they offer high-density shielding, helping to contain harmful substances and prevent exposure.

Sharps Pads & Associated Products

Plastic Containers for Contaminated Swabs: Specialized, leak-proof, and securely closable containers designed to safely collect, count and contain swabs that have been exposed to bodily fluids, pathogens, or chemical agents during medical procedures. Plastic Bags for Contaminated Swabs: leak-proof, durable, and clearly labelled biohazard bags designed for the safe containment , counting and segregation of swabs that have been exposed to bodily fluids, pathogens, or diagnostic materials. Sharps Pads: Single-use absorbent pads providing a safe, stable surface for handling, counting and disposing of contaminated sharps in healthcare settings. Sharps Boxes: Rigid, puncture-resistant, leak-proof containers for the safe handling, counting & disposal of medical sharps. Needle Removal/ Deactivation Devices Specialist safety tools for the safe handling and disposal of used needles and sharps, enabling quick removal, deactivation, and containment to reduce needlestick injuries and cross-contamination.
