Summary of the contracting process

Severn Trent Water Limited, a private utility company based in Coventry, is currently in the planning stage of procuring services for the delivery of Waste Digital Twins. This contract, titled "Waste Digital Twin - Modelling Delivery", is focused on developing digital representations of wastewater treatment works to enhance process visualisation and optimisation. Key dates include a preliminary market engagement with responses due by 13th February 2026. The overall contract, valued at £8,000,000, will initiate on 20th May 2026 and conclude on 1st November 2029. The procurement focuses on software and consultancy services, data analysis, and environmental monitoring, with operations encompassing the entire UK.

This procurement presents significant growth opportunities for businesses specialising in mechanistic and deterministic modelling, cloud-based systems, and operational optimisation. Companies with skills in digital twin architectures and system integration stand to benefit from contributing to a scalable and future-proof platform for Severn Trent's Waste Digital Twin project. Participating organisations will also aid in upskilling internal teams and ensuring compliance with data governance standards, which could lead to long-term collaboration opportunities. The phased and iterative approach adopted in this contract seeks partners who provide flexible resources and specialist capabilities, making it well-suited for firms with a robust track record in similar projects.

Notice Information

Notice Title

Waste Digital Twin - Modelling Delivery

Notice Description

The Waste Digital Twins will be an end-to-end digital representation of the Sewage Treatment Works, which will allow visualisation, simulation and optimisation of the treatment processes on the site. Initially the optimisation recommendations will be manually implemented, with a view to moving towards full automation at a later date. We are seeking partner(s) with demonstrable expertise in mechanistic and deterministic modelling, digital twin architectures, cloud-based simulation systems, and operational optimisation. The successful partner(s) will help define and deliver the modelling Blueprint, establish a best-practice modelling methodology, and work alongside our System Integrator(s) to develop a scalable, flexible and future-proof Waste Digital Twin platform. Delivery will follow a phased and iterative approach: Phase 1 - Feasibility: Evaluate and recommend modelling pathways, either via mechanistic software or coded mechanistic model conversion. Phase 2- Deployment: Iteratively deploy, validate and refine Digital Twins across sites, embedding learnings and enhancements. Partners will be expected to provide specialist capability, flexible resourcing, and operational support while upskilling Severn Trent's internal teams in DataOps, MLOps and Digital Twin operations. This includes integrating modelling outputs within a wider systems architecture, supporting interim standalone solutions ahead of future integration with the Asset Data Programme, and ensuring all work aligns with Severn Trent's cyber and data governance guardrails.
