Summary of the contracting process

The London Borough of Southwark is currently in the planning phase of procuring Hard Facilities Management Services, a project carried out under the Procurement Act 2023. This process involves a two-stage Competitive Flexible Procedure, starting with conditions of participation followed by a full tender stage. The project is aligned with the public authority's efforts to manage statutory inspections, planned preventative maintenance (PPM), and reactive maintenance across its operational estate. Key dates for supplier engagement include the deadline for questionnaire responses on 2nd March 2026, and a supplier briefing session scheduled for 24th February 2026. Interested parties are encouraged to engage through the council’s e-tendering portal, ProActis, to participate in Preliminary Market Engagement (PME) activities.

This opportunity is targeted towards providers of building and facilities management services, with a focus on engineering services across mechanical, electrical, and building fabrics. The contract is estimated to be worth £42,000,000 gross, with a term beginning on 1st April 2027 and ending on 31st March 2032, with renewal potential extending to March 2034. The procurement presents an optimal opportunity for SMEs specialising in asset management, lifecycle planning, and CAFM system integration to expand their business footprint, especially given the emphasis on innovation and commercial model considerations during the PME phase. By participating, businesses can leverage insights to shape competitive bids for the anticipated tender, which is expected to officially commence later in the year.
