Summary of the contracting process

Liverpool City Region Combined Authority, with Merseytravel, is procuring a closed, multi-supplier framework for electrical installation and related works across its estate in the Liverpool City Region. The work is split between minor electrical works and major electrical works, covering maintenance and project work. Framework call-offs may be placed by either the Combined Authority or Merseytravel, subject to budget. The framework is intended to provide electrical works across the Authority’s estate, with smaller and larger requirements directed to different lots. Suppliers should assess whether their electrical works capability matches routine or minor tasks, major projects, or both.

The buyer invited offers through a two-stage competitive flexible procurement: suppliers first complete a Procurement Specific Questionnaire, with shortlisted bidders invited to tender. The published estimated framework value is £35 million excluding VAT (£42 million including VAT); Lot 1 is £5 million excluding VAT and Lot 2 £30 million excluding VAT. Offers were due by 2 November 2026 at 13:00 UTC, with award decisions scheduled by 1 February 2027. Both lots have a four-year contract period, from 15 February 2027 to 14 February 2031. Lot 1 is for minor works, generally call-offs up to £50,000; Lot 2 covers works over £250,000, with requirements between £50,001 and £250,000 allocated following an appraisal. Lot 1 quality and social value account for 70% and price 30%; Lot 2 uses the same overall weighting. Price includes the relevant rates, discounts and overheads.

The framework suits electrical contractors able to deliver work across a public-sector estate, from minor maintenance to major electrical projects. Small and medium-sized businesses are considered suitable for both lots. Selection requires financial and operational capacity, relevant experience, an Ultimo licence and effective subcontractor management; financial capacity, relevant experience, licence and subcontractor management are pass/fail requirements. Lot 1 places particular emphasis on an LV maintenance programme, while Lot 2 tests relevant experience. Tender-stage quality assessment covers performance management, compliance, audit and record keeping, health and safety, social value and responses to work-specific scenarios. For major works, suppliers must address design coordination, pre-construction assurance, switchgear replacement in a live operational asset, cost certainty, change control and value for money. Lot 1 call-offs use framework rates; Lot 2 call-offs involve further competition.
