Summary of the contracting process

West Yorkshire Fire and Rescue Authority appointed a contractor to service, maintain and repair uninterruptible power supply (UPS) systems and generators across its sites. The work covers verification of as-installed information; planned inspections and testing to confirm operational and safety standards; reactive maintenance; repairs, replacements, modifications and requested upgrades. The service includes a 365-day, 24-hour call-out arrangement for attendance at applicable sites. This is a public-sector maintenance and repair services requirement, with generator repair and maintenance as the specific awarded service. The buying organisation is West Yorkshire Fire and Rescue Authority, based at its headquarters in Birkenshaw, Bradford, with delivery across West Yorkshire Fire and Rescue sites.

The procurement is complete and the contract is active. It used an above-threshold open procedure, with electronic submissions allowed in English. The tender deadline was 3 April 2026 at 12:00, enquiries closed on 30 March 2026 at 16:00, and the award decision was due by 8 May 2026. Dieselec Thistle Generators Ltd was awarded the single lot. The award date is not stated, but the contract was signed on 20 May 2026. The contract runs from 1 June 2026 to 31 May 2029, with three 12-month extensions available, potentially lasting until 31 May 2032. Its value is £94,466 excluding VAT, or £113,359.20 including VAT. Evaluation was weighted 70% quality and 30% cost.

This requirement demonstrates demand for specialist UPS and generator engineering within a fire and rescue environment, where continuity, safety and rapid response are central. A credible competitor would need competence in planned inspection, electrical and generator maintenance, fault diagnosis, repairs, replacement of equipment, system modifications and upgrades. It would also need to support a dependable 365-day, 24-hour emergency call-out service across multiple operational sites, with sufficient engineers, coverage and logistical capacity for prompt attendance. Evidence of maintaining accurate installed-system information, testing against operational and safety standards, and managing both scheduled and reactive work would strengthen a future response. The single-lot scope and stated SME suitability indicate that an appropriately resourced specialist or capable maintenance business could compete without needing a large multi-service corporate structure.
