Summary of the contracting process

The Education Authority in Belfast has initiated a Preliminary Market Engagement (PME) exercise related to the provision of an "Education Case Management System" under the EdIS Programme of work. This exercise falls under the 'planning' stage and is targeting IT services, software development, and information systems. The aim is to gather insights into innovative solutions for aiding over 317,000 pupils and their parents, alongside approximately 1,100 schools and 8,109 school governors. Suppliers interested in participating should complete the questionnaire by 10th March 2026. The estimated contract value is £6,000,000 exclusive of taxes (£7,200,000 gross). Future tender notices are expected by 12th May 2026, and the contract period could start on 23rd September 2026, with potential for extension until 2036.

This engagement provides promising opportunities for businesses specialising in educational software, document management systems, scheduling, and IT support services. With a focus on integrating school and educational data, businesses with expertise in these areas could considerably grow by delivering innovative solutions addressing the project's scope and requirements. Suitable businesses, especially SMEs, will find the initiative particularly appealing given its design to enhance data quality and support for children and young people across Northern Ireland. Participation in this engagement allows businesses to understand market demands and pitch competitive solutions, ensuring readiness for subsequent formal procurement processes.

Education Case Management System

Notice Description

***This is not a tender exercise*** The Education Authority Northern Ireland (EANI) would like to invite participation in a Preliminary Market Engagement (PME) exercise to seek the views of the market for the provision of an Education Case Management System as part of the EdIS Programme of work. The case management solution is required to facilitate the administration and support provided by EA pupil support services to over 317,000 pupils and their parents, approximately 1100 schools and approximately 8109 school governors and to integrate and connect data across EA and School systems (once the rollout of Schools Management System completes) to improve data quality, process and support to all children and young people. The purpose of this PME exercise is for EANI to gain an understanding of the latest developments and innovative solutions available and will be used to assist EANI in gaining a better understanding of the feasibility of the requirements, the most appropriate procurement and operational approach, the capacity of the market to deliver the requirements and an opportunity for the market to highlight any possible risks or issues. This PME exercise also seeks to identify indicative costs to help inform the business case on the commercial aspects for the delivery and implementation of solution(s). For the avoidance of doubt, this is the scoping phase of the project and is not part of any formal procurement process and there is no commitment at this stage to carry out such a process. Any information gathered will not be considered in any future tender exercise. Please note that participation or non-participation in this PME exercise shall not prevent any supplier from participating in any future procurement process, nor is it intended that any information provided shall place any supplier at an advantage or disadvantage in any future procurement exercise. Further information including the questionnaire can be downloaded from the documents section of the CfT on eTendersNI.
