The questionnaire selection was entirely technical. Tender evaluation allocated 60% to price, based on a schedule of rates, and 40% to quality: technical methodology, geographical coverage, resources and competence, social value, and health, safety and environmental performance.

This award shows sustained demand from Network Rail for a contractor able to manage a broad, safety-critical M&E maintenance service across major London railway stations. A credible future competitor would need strong technical and methodological capability, dependable geographical coverage around King’s Cross and St Pancras, and sufficient trained, competent and security-conscious people to respond to planned and reactive work. Relevant experience should cover electrical and mechanical building installations, ventilation inspection, plant maintenance and gas appliance servicing. Robust health, safety and environmental systems will be central, alongside the ability to demonstrate social value. The opportunity was assessed as suitable for SMEs and attracted two SME final-stage bidders, indicating that capable smaller specialists can compete, provided they can evidence the required coverage, capacity and operational controls.
