Summary of the contracting process

NHS Supply Chain is procuring a framework for patient-monitoring equipment and medical consumables for healthcare use across the UK. It covers pulse oximetry, capnography, near-infrared spectroscopy and transcutaneous carbon dioxide or oxygen monitoring. Products include finger, wrist-worn, handheld and bedside monitors, oxygen-delivery monitors, sensors, tapes, wraps, sample lines, airway adaptors, interfaces, cables, connectors and related accessories. The buyer invited tenders through an open procedure for a framework agreement, with contracts awarded with or without reopening competition. The tender deadline was 30 November 2026 at 15:00, and the deadline for enquiries was 19 November 2026 at 15:00. The contract period is 2 March 2028 to 1 March 2030, with a stated 2+2 renewal arrangement and a maximum extent to 1 March 2032. Estimated values are £10 million for monitors and devices and £240 million for consumables; the overall estimated value is £250 million excluding VAT (£300 million including VAT). Both lots assess finance at 40%. Monitors and devices are also evaluated on resilience (28%), contract management (22%) and social value (10%). Consumables add resilience (27%), contract management (12%), social value (11%) and product (10%).

The framework suits suppliers able to provide monitoring devices, compatible consumables or both, with products spanning several clinical measurement technologies and patient groups. Suppliers can bid for monitors and devices, consumables, or both. The buyer states that bidders must hold ISO 9001:2015, ISO 13485:2016 or MDSAP certification, accredited by UKAS or an international equivalent, covering the relevant supply chain. Applicable CE certification and declarations of conformity are required at tender submission. Bidders also need an MSAT score of at least 41% and Evergreen assessment at Level One or above, each achieved within the preceding 12 months. A compliant Carbon Reduction Plan is required, as is Cyber Essentials Plus for suppliers handling patient or personal data or providing IT systems, services or devices. Larger businesses must publish a modern slavery statement.

The scope of this procurement is for the provision of pulse oximetry, capnography and related patient monitoring technologies, including but not limited to monitors, devices and associated consumables for the four key base modalities; Saturated Pulse Oximetry (SPO2) End-tidal Carbon Dioxide (ETCO2) Near Infra-red Spectroscopy (NIRS) Transcutaneous Carbon Dioxide Partial Pressure (PCO2) Devices include finger, wrist, hand-held and bedside monitors, along with their compatible consumable products, including cables, wraps, single use and reusable sensors. Note: For future tenders the following requirements will apply: * ISO Certification: Tenderers must have ISO 9001: 2015 or ISO 13485:2016 or Medical Device Single Audit Program (MDSAP) certification accredited by the United Kingdom Accreditation Service (UKAS) (or international equivalent) to cover all segments of the Tenderer's and the product's supply chain.
