Heating & Water Term Contracts for Repairs & Maintenance
Notice Description
This Heating and Water Repairs and Maintenance Services contracts procurement is segregated into (5) lots: Lot 1 Individual Heating Lot 2 Communal Heating Lot 3 Water Hygiene Lot 4 Building Energy Management Systems (BEMS) Lot 5 Temporary Boilers Lot 1, Lot 2 and Lot 3 are further segregated into two geographic areas and therefore two contracts. For these Lots, Suppliers will be required to submit only one bid but will be automatically eligible for award in either of the two regions and are therefore not required to indicate a preferred region.
Lot Information
Individual Heating
Service, repair, boiler installation and gas safety checks.
Options: Lot 1, Lot 2 and Lot 3 are further segregated into two geographic areas. Two Suppliers shall therefore be awarded contracts for each of these Lots. It must be noted that the successful Suppliers for Lot 1 Individual Heating will be contractually required to provide a back up delivery service to Lot 2 Communal Heating, and vice versa. This will be reflected in the price documentation for the Tender phase. Further detail on the award methodology is provided in the PSQ Guidance Document.
Renewal: The contract will run for a period of five years to commence in April 2027, and will then include the option, at the Authority's sole discretion, to extend by up to five years, through the implementation of the extensions. The maximum duration of the contract is therefore ten years

Building Energy Management SystemsMaintenance, repair, monitoring of all BEMS and installation of equipment as required.

Temporary BoilersSwift deployment and maintenance of containerised boiler plant on a hire basis.

We hosted market engagement events in mid-October 2025 and invited (via this original notice) expressions of interest from capable and experienced suppliers who wish to attend and contribute feedback.
