Summary of the contracting process

Health Education and Improvement Wales (HEIW), supported by NHS Wales Shared Services Partnership, has established a framework for executive and senior leadership development services across NHS Wales. The work is divided into four areas: one-to-one coaching and mentoring for executives and senior leaders; facilitation for leadership programmes, boards, teams and action learning; design, facilitation and observation for executive development and assessment centres, including participant feedback and reports; and specialist speakers, workshop providers and expert advisers for development programmes, events and strategic initiatives. Services are delivered across Wales, in English and/or Welsh where required. The framework is intended to help develop leadership capability, manage talent and plan succession for executives, senior leaders, board members and aspiring leaders.

The procurement used an open procedure to establish a multi-supplier framework, with awards made on 24 September 2026. The four lots cover coaching and mentoring, facilitation, development-centre services, and speakers and advisers. The selected suppliers are listed against each lot; many providers were appointed to more than one lot. Each lot has an awarded value of £510,000 gross (£425,000 excluding VAT). The contract period is 2 November 2026 to 1 November 2028, with options to extend by two further 12-month periods. The framework allows call-offs with or without reopening competition and includes electronic auctions. Bids were evaluated on technical quality, weighted at 40%, and commercial price, weighted at 60%.

This award demonstrates demand from HEIW for a broad pool of providers able to deliver specialist leadership development across NHS Wales. The appointed suppliers include consultancies, individual coaches and facilitators, training organisations, universities and healthcare-related organisations, showing that the framework accommodated different supplier types and sizes. To be competitive when comparable requirements return, suppliers will need demonstrable capability in one or more of the four service areas, relevant experience supporting executives and senior leaders, and the capacity to work with boards, teams and aspiring leaders. Welsh-language delivery is relevant where required. The evaluation placed greater weight on price than technical quality, so future competitors will need to present a credible, clearly costed offer alongside evidence of delivery quality. SMEs and voluntary, community and social enterprises were considered suitable for the lots.

The Framework will provide access to suitably qualified and experienced professionals to support leadership capability, talent management and succession planning for executives, senior leaders, board members and aspiring leaders. The Framework is structured into Lots covering executive coaching and mentoring, facilitation services, executive development centre design and observation, and specialist speakers and advisors, with provision available in English and Welsh where required.

Lot Information

Executive and Senior Leader Coaching/Mentoring Services

Provision of one-to-one executive and senior leadership coaching and mentoring services, delivered in English and/or Welsh, to support leadership effectiveness, career progression and transition.

Renewal: The Framework Agreement is anticipated to commence on or around 1 September 2026 and shall be awarded for an initial term of two (2) years. The Framework Agreement may include the options to extend for further period(s). Executive/ Senior Leader Facilitation Services

Provision of facilitation services for executive and senior leadership programmes, boards, teams and action learning activities, delivered in English and/or Welsh.

The Framework Agreement may include the options to extend for further period(s). Executive Development Centre Design, Facilitation and Observation.

Provision of specialist design, facilitation and observation services to support executive development and assessment centres, including feedback and report writing for participants.

The Framework Agreement may include the options to extend for further period(s). Leadership and Specialist Subject Speakers/ Providers and Advisor Services

Planning Information

HEIW will hold a virtual Supplier Engagement Event on 30/03/2026 at 10:00 AM via Microsoft Teams. The session will provide an overview of the planned Executive Development Framework, outline the scope of services, and allow suppliers to ask questions. Following the presentation and Q&A, suppliers may request a 10‑minute 1:1 discussion slot with HEIW representatives. Suppliers wishing to attend must submit an expression of interest by 12:00 noon on 26/03/2026 by emailing Sairam.Kunuri@wales.nhs.uk with: • Names and positions of attendees • Whether a 10‑minute 1:1 slot is required Attendance does not guarantee participation in any future procurement, and information shared during the session may be used by HEIW to refine the requirement. Suppliers should therefore avoid sharing confidential or commercially sensitive information.HEIW accepts no liability for any costs incurred by bidders as a result of attending the engagement event.
