City & County of Swansea procured a services framework for hiring plant and haulage for civil engineering projects in Swansea. Both contracts run from 1 October 2026 to 30 September 2028, with an option to extend by up to 24 months. Evaluation was 70% price and 30% quality, covering hire procedures, equipment breakdown and operators or drivers; Lot 2 used equivalent price and quality weightings.

This opportunity shows recurring demand from Swansea Council for flexible access to construction plant, agricultural equipment, industrial vehicles and bulk-material haulage supporting civil engineering work. The appointed supplier group includes both SMEs and larger firms, indicating that credible competitors may be specialist local operators or businesses with broader fleet capacity. To compete when this requirement next reaches the market, a supplier would need dependable, well-maintained plant or haulage vehicles, sufficient availability for variable call-off requirements, and competent operators or drivers where provided. Strong performance would also depend on clear hire, delivery, collection and off-hire procedures, accurate plant or haulage breakdowns, and supplementary rates that remain competitive.
