Summary of the contracting process

Gateway Housing Association procured UK-wide insurance and related services for its property, legal liability and other general non-life risks. The requirement covered six areas: property and general liability insurance; motor vehicle risks, potentially including motor legal expenses and occasional business use; cyber insurance; terrorism cover through Pool Re; terrorism and/or political violence cover outside Pool Re; and directors’ and officers’ liability. Services include insurance broking, risk management, claims adjustment and arranging cover with suitable insurers. Gateway Housing Association is the buyer, supported by Gibbs Laidler Consulting LLP and Shared Services for Housing Ltd. The work is delivered across the United Kingdom. Lot 6 also called for a programme addressing Gateway Housing Association’s particular directors’ and officers’ liability needs.

The procurement has reached award stage following an open competitive flexible procedure with participation, invitation to tender and best-and-final-offer stages. Awards dated 2 September 2026 went to Marsh Limited for property, liability and general non-life risks at £1,510,000, and motor risks at £351,000. ADVISORY INSURANCE BROKERS LIMITED was awarded cyber insurance at £60,000 and non-Pool Re terrorism and/or political violence cover at £93,000. Each awarded contract runs from 1 November 2026 to 31 October 2029, with an option to extend by up to two further years. Property and general risks were evaluated 50% price and 50% quality; motor risks 70% price and 30% quality; cyber and terrorism-related risks 50% cost and 50% quality. The Lot 4 Pool Re requirement has no supplier recorded, while Lot 6 remains active.

This procurement shows demand from a housing association for coordinated insurance broking and risk-management capability across property, liability, motor, cyber and political-violence exposures. Credible competitors would need experience designing and placing multi-class insurance programmes, arranging claims handling and risk management, and demonstrating access to appropriate insurance markets and risk carriers. Financial strength is important: the requirement called for insurers rated at least BBB by Standard & Poor’s, B++ by A M Best, or an accepted equivalent, with additional scrutiny for ratings below A-. Suppliers should also be able to tailor cover to a housing provider’s assets, vehicles, operational liabilities, cyber risks and senior-officer exposures. The opportunity was marked suitable for SMEs, although final-stage bids recorded for the awarded lots came from larger businesses.
