Summary of the contracting process

Norfolk County Council is procuring Technology Enabled Care and Virtual Care services to help residents remain independent in their own homes. The service will integrate technology into care planning, support prevention and person-centred, strengths-based care, and improve outcomes while reducing reliance on long-term care packages. The scope includes personal monitoring and response services, virtual care, equipment rental, staff training and engagement, catalogue and ordering arrangements, staffing, mobilisation, and data, dashboards and reporting. This is a health and social care service, including medical equipment and personal care products (CPV 85000000 and 33000000). Delivery covers Norfolk, including the council’s areas in Norwich and the wider county. Norfolk County Council is the buying organisation.

The procurement has reached tender: the council invited suppliers to submit offers through an open competitive flexible procedure. It is a single-lot process, with electronic participation through the council’s e-procurement system. Enquiries were due by 21 September 2026 at 17:00, and tenders by 28 September 2026 at 09:00. The council will assess technical and professional ability, past performance and references, alongside economic and financial standing. Bidders must address modern slavery, health and safety, equality legislation and contractual compliance requirements. The quality submission is central to competition, with pass/fail requirements for mobilisation and the proposed use of artificial intelligence. Small and medium-sized enterprises are expressly considered suitable to compete.

Notice Description

Norfolk County Council (NCC) is seeking to award a contract for Technology Enabled Care (TEC) and Virtual Care. NCC is integrating Technology Enabled Care (TEC) and Virtual Care into care planning, meeting the requirements of the Care Act 2014 to strengthen prevention, promote independence, and deliver person-centred, strengths-based support, shifting the focus from providing long-term care packages to providing solutions that improve outcomes for residents. The new service will support residents, through the use of technology, to stay independent in the place they call home. Full details of the requirement can be found in the Service Specification, which forms a Schedule to the Terms and Conditions.
