Summary of the contracting process

Norfolk County Council is procuring a technology-enabled care and virtual care service to help residents remain independent in their own homes. The service is intended to be integrated into care planning, supporting prevention and person-centred, strengths-based care, and improving outcomes as an alternative to relying on long-term care packages. The requirement combines technology with health and social care services, including personal monitoring and response services, virtual care, equipment rental, staff training and engagement, and catalogue and ordering arrangements. Delivery is across Norfolk. The detailed service requirement is set out through the specification and contractual documents. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable to take part.

The Council invited tenders through an open competitive flexible procedure. The tender submission deadline was 19 October 2026 at 09:00, and the deadline for questions was 21 September 2026 at 17:00. The intended contract period runs from 8 March 2027 to 7 March 2030, with an option for the Council to extend by up to 24 months. The estimated value is £12.7 million excluding VAT (£15.24 million including VAT). Quality carries 70% of the evaluation and price 30%. Quality covers monitoring and response services, virtual care, equipment rental, staff training and engagement, catalogue and ordering, staffing, and data, dashboards and reporting; mobilisation and use of AI are pass/fail. Participation conditions include technical and professional ability, past performance and references, financial standing, and legal and contractual compliance.

This opportunity is suited to suppliers able to provide an integrated technology-enabled care and virtual care service at county scale, supporting residents to live independently at home. Relevant capabilities include personal monitoring and response services, virtual care delivery, equipment rental, staff training and engagement, ordering systems, and data, dashboards and reporting. Bidders will need a credible staffing model and a mobilisation plan, and must address how they use AI. The Council will assess technical and professional ability, past performance and references, economic and financial standing, health and safety, equality-law compliance, Modern Slavery Act requirements, and ability and willingness to meet the contract terms. The requirement is also marked as suitable for SMEs and voluntary, community and social enterprises, so suppliers in those sectors may compete.
