Summary of the contracting process

Caerphilly County Borough Council procured scaffolding works for its properties and buildings across the Caerphilly County Borough. The requirement covers supplying scaffolding equipment and structures, erecting scaffolding and dismantling it after use. Delivery is within the Council’s area, divided into three operational areas: Upper Rhymney Valley, Eastern Valleys and Lower Rhymney Valley. This is a works requirement for businesses that provide scaffolding services, including the resources and site capability needed to support work at public-sector properties. The Council is the buying organisation and the requirement is specific to scaffolding provision rather than general construction or building maintenance.

The procurement is complete and was awarded through a below-threshold open competition. Three lots were awarded separately: Upper Rhymney Valley to Pinnacle Access Services Ltd; Eastern Valleys to Drac Access Solutions Ltd; and Lower Rhymney Valley to Shadow Scaffolding Services Limited. Each lot has a gross awarded value of £853,729.28 (£711,441.07 excluding VAT). Awards were made on 30 July 2026 and contracts were signed on the same date. Each contract runs from 1 August 2026 to 31 July 2028, with an extension of up to 24 months available, potentially ending on 31 July 2030. Price was the sole evaluation criterion, weighted at 100%.

This award demonstrates recurring, geographically divided demand for scaffolding across Caerphilly County Borough Council properties. The requirement is suitable for small and medium-sized enterprises and for voluntary, community or social enterprises, indicating that participation is not limited to large national contractors. A credible future competitor would need to deliver scaffolding equipment and structures, safely erect and dismantle them, and organise work across one or more of the three operational areas. Businesses should be able to compete primarily on price, while maintaining sufficient equipment, labour, supervision and operational capacity for public-property work. Local suppliers in and around the Caerphilly area may be well placed to serve the defined valleys efficiently.
