More information about the stages will be available in the Invitation to Tender instructions. 1. Procedure The Authority has designed a single stage process incorporating both selection and award criteria, followed by a negotiation stage with the preferred bidder. 2. Structure of the Procedure The procedure will consist of the following steps: Stage 1 -- Combined Selection and Award Submission Suppliers will submit, at the same time: * Responses to exclusion grounds * Responses to selection criteria (PSQ) * Responses to award criteria (ITT) The Authority will assess exclusion grounds and selection criteria first. Only suppliers who meet the selection requirements will have their tender responses evaluated. The Authority will not evaluate tender responses from suppliers who fail the selection stage. Stage 2 -- Identification of the Preferred Bidder Following evaluation of tender criteria, the Authority will identify the most advantageous tender in accordance with the published evaluation methodology. This supplier will be designated the Preferred Bidder. Stage 3 -- Negotiation with the Preferred Bidder The Authority intends to enter into a limited negotiation with the Preferred Bidder. The purpose of this negotiation is to: * Clarify aspects of the tender * Refine the solution where beneficial * Confirm deliverability and value for money * Resolve any outstanding commercial or technical points 3. Final Tender and Contract Award Following completion of negotiations, the Preferred Bidder will submit a Final Tender reflecting any agreed clarifications or refinements. The Authority will assess the Final Tender for compliance and value for money before making an award decision."
