Suppliers should also be able to manage changing Home Office requirements, fluctuating volumes, labour and fuel costs, and continuity during local government reorganisation.

To provide flexible staffing and maintain ability to operate at full capacity to support the Council in delivering the Service for up to an average of 24 properties per year, at times where the global climate requires this.
