Establishment of a Multi-Contractor Framework Agreement (2026-30) for Minor Works related to Residential Housing for New Forest District Council (Housing Maintenance)
Notice Description
This contract will establish a Minor Works Framework (2026-2030) to support the delivery of a wide range of small-scale building, maintenance, and repair activities across New Forest District Council's housing stock. The framework will consist of multiple specialist lots, each covering a defined category of reactive repairs, void property works, or planned minor works. Services will include, but are not limited to: General building works (e.g., ceilings, doors, walls, masonry, roofing, structural repairs) Electrical works (e.g., distribution boards, wiring, lighting installations, external cabling) Specialist and general cleaning for voids, environmental cleans, and fire-related cleaning Internal and external clearances for gardens, waste, and void properties Drainage works, including CCTV surveys, jetting, repairs, and soakaway works Groundworks such as paths, steps, block paving and slab replacement Fencing, glazing, locksmith services, plastering, plumbing, and flooring (including wet rooms) Roofing works, including repairs, flashing replacement, guttering, chimney work, and minor roof refurbishments Void refurbishments, covering multi-trade works to prepare properties for re-let The framework will allow NFDC to streamline procurement, ensuring quality, compliance, and timely delivery of minor works. Each lot will be awarded to up to three suppliers, with projects issued either via direct award on a rotational basis or via competition, depending on value. The contract is expected to run for 2 years initially, with an optional 2-year extension (2+2), allowing flexibility in response to potential Local Government Reorganisation considerations.

Our Minor Works Framework is a structured agreement with a group of approved contractors who deliver a wide range of day-to-day maintenance, small refurbishment projects, and specialist works. The framework covers activities such as: Voids/Empty Home repairs Plastering Plumbing and Heating Carpentry Brickwork and pointing All types of roofing repairs Fencing and Ground works Glazing Regular, Specialist and Mould Cleaning Painting and Decorating Electrical works If you're a contractor and would like to share your views, insights, or suggestions, we'd love to hear from you! Open House Event We are hosting an in person open house with our Surveyors: 14th April Appletree Court Contractors attending the event will have the opportunity to: Learn about the proposed new structure of the framework Review our previous pricing matrix and help develop our outcome specification and quality questions Tell us why you did or didn't bid previously - your insight helps us remove barriers and improve accessibility Provide feedback on the draft lots and work categories Share insights on market capacity, trade specialisms, and challenges Meet the team responsible for contract management and procurement Help shape a more effective, practical, and contractor‑friendly framework, one that works better for everyone and is more inclusive to SMEs This is an open invitation to all contractors - whether you are currently on the framework or interested in joining once it is relaunched.
