CP2763-26 Supply of ICT Software Services
Notice Description
Devon County Council has engaged a specialist Licensing Solution Providers who can offer expert advice, best value and competitive prices for the supply of software, as well as associated Software Asset Management services. The services to be provided via the Framework Agreement are divided into the following Lots:- * Lot 1 - Microsoft Enterprise Agreements * Lot 2 - Ad hoc Licences
Lot Information
Lot 1 Microsoft Enterprise Agreements
Lot 1 - Microsoft Enterprise Agreements. DCC is contracted up to 31st August 2027 for the Microsoft Enterprise Agreements. The authority needs to be in a position to go live with the agreements on 1st September 2027 for the first three year term. This may involve a Change of Channel Partner (COCP) which will be processed via the relevant Microsoft routes. Under this agreement it is DCC's intention to call off 2 x 3 year terms for the Microsoft Enterprise Agreements.
Lot 2 - Ad hoc Licences.This lot is required for ad hoc licences which will be purchased over the period of the framework. The authority has provided a list of the Ad hoc licences which were purchased in a 12 month period (May 2024 to April 2025) these form the pricing schedule for Lot 2, this does not guarantee the quantities of future requirements. This information has been provided to enable suppliers can gain an understanding of the variety of licensing the authority has purchased.

The Supplier shall review the information and provide an initial quotation based on the licences required for the forthcoming agreement year. 3. DCC and the Supplier will jointly review the organisation's licensing requirements, including any changes in usage, new services, or modifications since the previous renewal. 4. The Supplier shall offer advice on optimisation, compliance considerations, and licensing model changes where applicable. Lot 2 - Ad Hoc Licences: Call Off Procedure 1. The Call Off process under Lot 2 shall commence when the Authority identifies a requirement for software licences 2. DCC submits a completed Call Off Form (Schedule 3) to the Supplier. 3. Supplier's Obligations Upon receipt of the Call Off Form, the Supplier shall: 4. Use its best endeavours to obtain three (3) quotations from relevant software providers for the requested licences; 5. Respond within three (3) Working Days of receiving the Call Off Form by providing the Authority with a competitive quotation for the required licences; and 6. Ensure that all quotations are compliant with the requirements set out in this Framework Agreement."
