Summary of the contracting process

Manchester City Council is inviting tenders for its "Security Services - Specialist Markets, Events, Taxi Marshals" across the UKD33 region, focusing on security services within the city centre of Manchester. This procurement, initiated on 31st March 2026, is in the tender stage with a submission deadline of 1st May 2026. The council aims to award three Lots, with Lots 1 and 2 structured as single supplier framework agreements for Specialist Markets and Events, while Lot 3 will be a standalone contract for Taxi Marshals. The procurement process follows an open procedure under the light-touch regime, ensuring transparency and fair competition. Contracts will last for two years with an extension option of another two years, targeting service commencement by 20th July 2026.

The tender creates substantial growth opportunities for qualified businesses in the security services industry, particularly those experienced in urban environments and public events. Companies capable of providing trained, SIA-licensed personnel and demonstrating resilience and high-quality customer service are encouraged to participate. The contract offers business growth potential by engaging in different service facets: from managing specialist markets like the Piccadilly Street food market and pop-up operations, to handling large-scale city events and providing safe taxi marshalling at night. Ideal candidates are those with proven capability in event crowd management and resilience in complex urban settings, making this opportunity suitable for SMEs and VCSEs looking to expand their portfolio in public sector contracts. Subcontracting is prohibited, focusing solely on direct service delivery by the winning providers.

Our markets occupy temporary sites and vary in themes, locations, size and duration. The portfolio for this framework includes Piccadilly Street food market, various pop-up markets in the City Centre and the large multi-site Christmas market. The requirement for each market varies, but most of our operations require both day and night time security. This is a multi-site, year-round framework with variable deployment levels based on market activity and annual planning cycles.
